The ****Refugee Resettlement Program (RRP) seeks a highly analytical, collaborative, and motivated individual with strong interpersonal skills to provide comprehensive outreach and support services in a new direct service pilot program under RRP. Under supervision, the Outreach and Support Specialist will engage, administer, and provide direct support to employment and case management teams, as well as identify and partner with community stakeholders and employers to assist refugees and other Office of Refugee Resettlement (ORR) eligible beneficiaries with economic self-sufficiency and transition to life in**** The Outreach Specialist provides outreach, recruitment, onboarding, and support for employers, community stakeholders, and refugee clients. This position will require travel to employer sites, community stakeholder offices, and client homes and areas in which potential clients frequent regularly. This position will work closely with the Case Management and Employment Specialists and conduct initial program intake and enrollment, coordinate caseloads and referrals of clients into the employment and case management services. Assist Case Management and Employment Service staff with the development of Employability Plans and Family Self-Sufficiency Plans with Clients as needed Conduct and collect client progress assessments at 30-days, 90-days, 180-days, and one-year Perform a variety of case management and employment services tasks in the provision of direct refugee and non-refugee resources and services to address refugee needs and facilitate refugee access to services with equitable participation similar to non-refugee ***** Educate the mainstream workforce and support service staff assisting refugees and provide resource and technical assistance on programs/laws that impact refugees As needed, deliver standard employment services and meaningful interventions to a diverse caseload such as client referral and acquisition, individualized job coaching, soft skills development, interpretation and translation support, interview preparation, employment outreach, sustainable employment placement, post-employment retention services, and source direct service interventions from external partners as required As needed, provide comprehensive case assessment and overall evaluation of individual clients' needs; case planning/coordination, and review of case actions; case note/documentation; providing case management services to ensure meeting the agency goals; assisting the high needs' cases with planning; participate in staffing the difficult case; ensure program objectives and performance standards are met and maintained; build and maintain strong partnership/relationship with mainstream services providers, private services providers that work with vulnerable populations, and refugee resettlement networks; ability to drive families including children requires the use of a car seat in a personal and agency van; work closely with an employment specialist to obtain/retain the ORR eligible beneficiaries. Identify the unique needs and cultural barriers that frequently obstruct client's access to employment opportunities and retention Provide linguistically and culturally compatible services Fulfills other assigned duties with the *** Refugee Resettlement Program and a diverse array of RRP contractors, non-contracted community organizations, mainstream workforce development programs and initiatives, educational institutions, and other groups Provides technical assistance and has experience with employment and case management services, program development, community partnership facilitation and engagement, innovative program design, marketing, and refugee resettlement Interprets and applies federal and state regulations governing programs related to the program area Coordinates resources within and outside the Department and cooperates with other Departments and Divisions on various service deliverables to clients Consult with appropriate personnel regarding program objectives and accountabilities Analyzes and responds appropriately to quickly moving and time-sensitive issues Frequently engages in interpersonal communication with contractors, community partners, and stakeholders related to workforce development Implements and maintains tools to collect and analyze data about program and client performance

Skills Required

At least four years of experience implementing mission-driven programming related to workforce development, employment services, direct employment or case management, or other related fields "Systems thinking" approach to organizing data, processes, and people, including the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy Fluency in a second language is a plus (please indicate on your resume).

Preferred: bachelor's degree from an accredited college or university and two years of workforce development experience; OR an associate's degree from an accredited college or university and four years of workforce development.
