SeKON is seeking a Tester with Business Analysis experience to support the Centers for Disease Control (CDC) & Prevention specifically eHARS in Atlanta, GA. The Division of HIV/AIDS Prevention (DHAP) within the National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP), Centers for Disease Control and Prevention (CDC) provides funds to state, territorial and local health departments (HDs) to conduct surveillance of HIV infection under cooperative agreements.

 

This position is based in Atlanta, GA, but will be remote.

RESPONSIBILITIES:

  • Requirement Verification: Verify the accuracy, completeness, and absence of conflicts in the requirements guiding design and development.
  • Test Scenario Provision: Provide test scenarios to designated DHAP Subject Matter Experts (SMEs) during design and development stages to ensure inclusion of all necessary scenarios in the test plan.
  • Test Plan Development: Develop comprehensive test plans outlining application/system testing objectives, detailed procedures, required resources, roles/responsibilities, and schedule for completion.
  • Testing Execution: Conduct thorough IT application/system testing and readiness reviews, encompassing unit testing, integration testing, validation testing, and implementation testing.
    • Utilize simulated data for testing at the Contractor's facility, with actual surveillance data testing conducted within DHAP facilities or coordinated with DHAP-selected State Department of Health staff.
    • Obtain NHSS Data Systems Steering Committee approval for testing options and the entire testing plan.
  • User Acceptance Testing (UAT):
  • Upon completion of integration testing, deliver the application to DHAP for UAT within the CDC network environment.
  • Ensure deployment to HIV surveillance programs only after approval by DHAP SMEs.
  • Evaluation and Improvement: Evaluate the effectiveness of testing processes to identify and implement any necessary improvements.
  • Technical Expertise and Support: Provide proficient technical support for business analysis and requirements-gathering processes.
  • Requirement Documentation:
    • Capture, document, and validate business, programmatic, and technical requirements comprehensively and accurately.
    • Ensure requirements are sourced from approved change requests for enhancements, defect resolutions, or other approved sources as per eHARS CCB.
  • Documentation Quality Assurance:
  • Generate complete and precise requirements and change control documentation, defining DHAP programmatic and technical requirements.
  • Ensure requirement documents are approved by the COR and designated CDC staff before design development and implementation.
  • Stakeholder Collaboration:
  • Facilitate input from HIV surveillance programs during the requirement gathering process.
  • Collect input efficiently, possibly through conference or web conference calls.

 

REQUIREMENTS:

  • Minimum of 4 years of Testing or Quality Assurance experience or Business Analysis experience
  • Bachelor’s degree in Computer Science, Information Technology, Cybersecurity, or a related field.
  • Must be able to obtain and maintain a Public Trust clearance.
  • Ability to learn new software systems quickly and understand business requirements.
  • Ability to work collaboratively and proactively with customers and program office members in multi-vendor environments.
  • Experience with developing compliant documentation.
  • Knowledge of MS Word, MS Excel, MS Teams, and SharePoint is required.
  • Excellent writing skills, as well as the ability to communicate and collaborate effectively.
