Director of Membership Services

SUMMARY: The Membership Services Director is responsible for all aspects of membership services including developing, planning, budgeting, organizing, coordinating and attending programming, activities and related events. The following departments fall under the authority of membership services; Culture, Education, Enrollment, Activities and Committee Coordination. Oversight and accountability of the Membership Services Division includes all facets of the daily operations, including, but not limited to, quality assurance; staff supervision and development; active monitoring; fiscal accountability; and comprehensive planning, organizing, scheduling, directing, and coordinating all the activities of the Division. This job description is not an all-inclusive list of the duties and responsibilities of this position. The Membership Services Director is expected to perform all duties and responsibilities necessary to meet the goals and objectives of applicable programs.
ESSENTIAL DUTIES AND RESPONSIBLITIES:
The following duties and responsibilities are not meant to be all inclusive and may be adjusted to meet operational needs.
- Advance the strategic goals and objectives through departmental initiatives in alignment with PIIC’s Vision, Mission, and Values
- Develop and coordinate staff development programs and management training in relation to the overall organization development. Develop and implement a workforce development plan that meets the needs of the division; develop and support employee relations initiatives and morale building programs
- Strategically evaluate and advise on the expansion and build out of divisional staffing programs based upon needs of the membership. Consult with program managers to assure community input is an integral part of the process
- Monitor and review work of third-party contractors to assure project advancement and compliance with funding and performance measures.
- Monitor grant reporting and assure that division grants are in compliance with grantor agencies requirements including narratives, reporting and compliance
- Oversee budget and management of division resources; provide input and recommendations for departmental and division budget to fund existing and new program services. Maintain manual and computerized records and the preparation of monthly, quarterly, and annual reports as needed or deemed necessary to ensure accountability in the administration of the applicable Public Works programs, services, functions, and activities.
- Oversees the development of strategic plans for individual programs in collaboration with program management and ensuring the plans are aligned with PIIC’s overall strategic plan. Consults with program managers and office administration support staff to create goals, timetables, reporting procedures and resource allocation
- Works in consultation with the communications department on relevant messaging that impacts PIIC, the division or departments. Oversees and provides final approval of all departmental publications and communications to PIIC staff and Tribal Membership
- Assist with compiling the annual PIIC calendar and monthly activities calendar for publication to the PIIC Info website.
- Develop a smart and effective plan for social media outlets, including, but not limited to, Facebook, Twitter, Tumblr, blogs and the Google suite of products. Coordinate with and support administration with the day-to-day implementation of social media plan.
- Consults with facility maintenance to assure that buildings and offices are maintained at a level for the safety and comfort of the staff.
- Direct and/or assist staff with departmental programs including youth, elders, education, community and tribal events.
- Development and implementation of policies, procedures and/or processes to provide direction and/or comply with mandated requirements.
- Participates in meetings with Tribal leadership, programming, professional, educational, and cultural staff to gather information regarding program activities and Tribal events.
- Facilitates communication among Tribal Council and/or the Tribal Administrator, departmental directors, and departmental management to evaluate situations, solve problems and/or resolve conflicts while improving programming.
- Works with outside organizations to coordinate multi-organizational or governmental functions.
- Ensures all activities conform with applicable laws and Tribal policy.
- Attends event meetings while aiding and guiding pre-planning process. Assist with PIIC team meetings or other activities, as necessary.
- Collaborates with other Tribal governments, agencies, and businesses as a representative of PIIC to establish partnerships for special functions as determined by Tribal Council and/or the Tribal Administrator.
- Other duties as approved and assigned by the Tribal Administrator, or as requested by the Tribal Council.
MINIMUM QUALIFICATIONS
Required
- Bachelor’s degree in communications or related field is required, and consideration will be given to advanced degrees in related fields
- An understanding of tribal member programs and services is required and a minimum of ten (10) years of progressive leadership experience with tribal member programs.
- Ability to maintain strict standards of confidentiality
- Excellent written and verbal communication skills
- Proficiency in using a computer and common computer software programs (e.g., Microsoft Word, Excel, Outlook, PowerPoint and Teams)
- Ability to manage departmental budget and control labor expenses
- Ability to work independently and effectively with minimal supervision
- Successful experience working in a team setting
- Sensitive to Native American Culture
- Valid driver’s license and proof of insurability
- Pass drug screen (UA) and a federal criminal background check in compliance with the Indian Child Protection and Family Violence Prevention Act and the Adam Walsh Child Protection and Safety Act
PHYSICAL DEMANDS:*
- Position requires repetitive use of fingers, hands, wrist in job related duties, i.e. telephone, computer. Complete range of motion, including fine motor skills and tactile sense of both hands.
- Must be able to sit for long periods of time with occasional amounts of standing or walking
- Must have the ability to lift and carry up to 25 pounds
REQUIRED TRAINING:
- Harassment training
- Any position-related training as determined by Tribal Administrator
WORKING ENVIRONMENT:
- Work is performed primarily in an office setting, but may include occasional outdoor activities
