GENERAL PURPOSE

Performs a variety of administrative, supervisory and complex technical duties related to planning, organizing, maintaining and coordinating the development or creation of digitized maps through a geographic information system (GIS) using ArcGIS or related ESRI computer program application(s).

Works under the general supervision of the City Engineer

Provides close to general supervision to GIS Technician(s) II and I.

ESSENTIAL FUNCTIONS

GIS Functions: Manages the day-to-day development a of the GIS operation and expands GPS capability; performs administrative duties of the office related to the planning and organizing GIS projects and operations; attends administrative meetings as needed to coordinate strategies for achieving GIS objectives; assists in the restructuring and organizing of department operating procedures related to GIS and GPS objectives.

Manages the city's GeoDatabase; coordinates and participates in the development and maintenance of GIS databases, i.e. roads, utilities, land use, easements, signs, flood zones, boundaries zoning, etc.; posting changes, verifying and reconciling various Geodatabase versions, etc.; recommends procedures to enable access privileges; oversees activity and process for updating city-wide spatial data; coordinates data management and input; facilitates the computerized mapping of various geographic ground control points and the linking of various GIS components and mapping layers; selects and implements software; assures compliance with technological standards; prepares GIS maps for City and inter-agency use; using GPS technology, may participate in city surveying efforts to assure accuracy of GIS data and documents.

Assists to oversee and participates in the maintenance of various data/GIS layers within the system; ensures accuracy of the system by verifying changes; utilizes ArcGIS to effectively update the system; ensures linked elements of the database retain proper integrity and accuracy; performs ongoing and daily problem-solving;.

When assigned, participates in project management; directs special projects, i.e., City-wide aerial photography projects, and data collection projects; manages troubleshooting demands, negotiates contracts, establishes project deadlines and billing guidelines; evaluates project timelines and assists to establish procedural tasks; analyzes various tasks to determine opportunity to automate or combine steps and processes; utilizes custom software to streamline and simplify database management and changes.

Evaluates individual GIS project requirements, implements a work program and monitors progress; develops and applies quality control procedures; identifies hardware and software system malfunctions and proposes solutions; maintains a descriptive inventory of GIS data.

Designs, engineers, and maintains online maps for use by general public and city employees; performs updates to websites and databases to insure current and accurate information; produces custom maps upon request from the public and city officials; utilizes various mapping and cartography skills to finalize computerized cartographic hard copy maps; writes system criteria and demographics to be included in map content; creates various layers of maps illustrating targeted areas of interest; reproduces maps, graphics and data base reports from GIS system and related software;; operates computer to analyze, compose and convert data.

Utilizes ArcGIS and related GIS software along with scanner, plotter and GPS equipment to create various computerized maps;, utilities, land ownership, municipal data, signing data, roads, structures, vegetation, etc.; performs GIS system and file backup dealing with city systems such as water, sewer, storm drains, streets, electrical, etc.; maps and plots locations of lines, valves, lift stations, etc. as installed; assembles data from GPS, surveys, utilities, state and federal agencies and other entities for mapping and analysis.

Operates and trains personnel in GPS unit programming and operations; integrates or augments GPS data using custom software to ESRI GIS mapping data; performs post processing and downloading of GPS data; assembles data from GPS, local surveys, utilities, state and federal agencies and other entities for mapping and analysis; completes data editing and organizes data to ensure compatibility with City database.

Maintains various data/GIS layers within the system; ensures accuracy of the system by verifying changes; utilizes ArcGIS to effectively update the system; ensures linked elements of the database retain proper integrity and accuracy.

Performs related duties as required.

MINIMUM QUALIFICATIONS


  1. Education and Experience:

  1. Graduation with a Bachelor's degree in Geographic Information Systems Management, Computer Science, Cartography, or Geography with an emphasis in GIS or a closely related field;

AND

  1. Five (5) years of related experience;
OR
  1. An equivalent combination of education and experience.

  1. Required Knowledge, Skills, and Abilities:

Considerable knowledge of spatial database management concepts and design structures as utilized within ESRI related programs, technical tools and equipment; complex math; technical tools and equipment and cartography; mapping scales and their most appropriate use; legal documents and terminology; computerized mapping software and methods (ArcGIS, Windows, etc.); various geographic databases, including State of Utah, USGS digital line graphics, surveying practices including GPS point retrieval, State Plane Coordinate Systems, quality assurance and control methods; city geography; legal descriptions and terminology. Working knowledge of inter-relationships of various federal, state and local agencies which impact upon mapping activities of the city. Some knowledge of principles and practices of supervision and employee motivation.

Skill in interpersonal communications and cooperative problem solving; the use of various software applications including, ESRI applications, ArcGIS, AutoCAD, Pictometry, ArcTools, Building Geodatabases, Excel, , etc.; motorized vehicles and operation of GPS equipment.

Ability to perform complex computer mapping and mapping evaluation; read and understand legal documents; perform complex mathematical computations; read and understand computer printouts; recognize and solve problems related to hardware and software applications; communicate technical information effectively, verbally and in writing; perform mechanical duties related to installations of PC's, printers, hardware and related items; operate calculators and standard office equipment; work independently; occasional lifting generally not to exceed 25 pounds; develop effective working relationships with supervisors, fellow employees, and the public.

  1. Work Environment:

Incumbents of the position perform in a typical office setting with appropriate climate controls. Tasks require variety of physical activities, not generally involving muscular strain, but do involve lifting, sitting, reaching, talking, hearing, seeing and the ability to distinguish colors. Mental application utilizes memory for details, verbal instructions, emotional stability and discriminating thinking. Tasks require considerable use of creative problem-solving skills.
