POSITION: ARFF Captain

REPORTS TO: ARFF Chief

LOCATION: ALB

AIRPORT: Albany International Airport (ALB)

SUMMARY

Under the direction of the ARFF Chief, directs the work of ALB Firefighters on assigned shift in the performance of rescue and firefighting duties and ensures ARFF assistance in other airport operations, and safety program implementation by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Responds to actual or potential air craft and/or other Airport emergencies to prevent or extinguish fires and rescue plane crew and passengers; performs emergency medical services (EMS);

  • Ensures Airport compliance with FAR Parts 139 and CSR Part 1542;

  • Responsible for all ARFF functions during assigned shift. Acts as Incident Commander in the event of an incident until relieved;

  • Schedules and oversees the training of assigned subordinates;

  • Maintains required records and training documents;

  • Performs firefighting, rescue, HAZMAT and EMS services related to Airport and/or aircraft emergencies and emergency alerts;

  • Assists in aircraft salvage operations;

  • Ensures the testing, maintenance, and operation of ARFF equipment and facilities in the course of normal and emergency airport operations

  • Coordinates ARFF assistance and support to other operational departments by assigning ARFF vehicles or personnel, as necessary;

  • Enforces security of and makes ground and facility inspections in compliance with FAR Parts 139 and CSR Part 1542;

  • Escort aircraft and other vehicular traffic on the Airfield Operating Area (AOA);

  • Enforces ALB Airport Rules and Regulations;

  • Manages and implements safety measures and safety compliance monitoring;

  • Performs fire prevention duties, including facility and emergency lighting and fire exit inspections and fire extinguisher training;

  • Plans, assigns and manages the work of assigned firefighters in the ALB ARFF Department, in accordance with the organization’s policies and applicable laws;

  • Addresses complaints and resolves problems. Participates in subordinate hiring, corrective discipline, work assignment, goal setting, and performance appraisals;

  • Participates in Total Quality Management Programs;

  • Must successfully maintain training in accordance with FAA requirements for the duration of employment.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

  • High school diploma or general education degree (GED), A.A.S. degree preferred;
  • Five years firefighting experience;
  • Three years ARFF experience;
  • Demonstrated leadership skills and the ability to plan and coordinate the work of others;
  • EMT certification;
  • A thorough knowledge of modern firefighting and fire prevention methods (aircraft); fire hazard inspection procedures; fire investigation techniques; FAA regulations and ability to operate all firefighting equipment and apparatus is required.

LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, percent, are, circumference and volume and to draw and interpret bar graphs.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Must possess a valid NYS Driver’s License
  • Current Emergency Medical Technician certificate as a condition of employment.
  • Holds current Certification as Fire Officer I, Fire Instructor I
  • Must successfully complete Fire Officer II, And Fire Instructor II within 18 months of appointment.

Firefighting is a physically demanding profession. The ARFF Captain will maintain an Interior firefighter classification in accordance with the Departments operational guidelines. While performing the duties of this job, the employee is regularly required to stand; walk; use hands to finger, handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; talk; hear and smell. The employee is occasionally required to sit. The employee must frequently lift and/or move more than 100 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
