Join our dynamic People Strategy and Analytics team at the City and County of San Francisco, which is developing a People Analytics practice for our 35,000-person workforce. Here you’ll leverage a growing suite of analytics tools to help shape our workforce strategies. 

As an Analytics Project Manager, you will play a vital role in advancing our Citywide HR practices by creating structures for 50+ departments to understand and act on key data trends. By harnessing your expertise in project management, user experience, and stakeholder facilitation, you will empower the City to make evidence-based decisions that support more streamlined hiring, optimize talent management, and foster an inclusive and equitable workplace. 

Job Description

As a Project Manager for the People Strategy and Analytics Team, you will be the primary storyteller of our candidate, employee, and retiree data. A sample of key responsibilities includes managing the Citywide People Analytics Portal (the hub for all of our HR data), developing the HRStat program to operationalize data insights across the City’s 60+ departments, mapping stakeholder sentiment, and collaborating with colleagues in the People Strategy and Analytics team on broader program planning. 

Project and Program Management 

  • Develop detailed project plans, including scope and objectives, timelines, and budgets. 

  • Maintain communication with manager and external stakeholders on project progress, identify issues and problem-solve through the life of the project. 

  • Manage multiple projects simultaneously while prioritizing tasks and meeting deadlines.   

  • Be a self-starter who can work independently on multiple projects within an evolving project landscape; serve as the project lead for work products. 

  • Be proficient in project management software, tools, and/or frameworks.  

Facilitation and Communication 

  • Promote inter-departmental collaboration, coordinate Citywide working groups and facilitate City stakeholders to study, design and forge agreement on initiatives, programs and policies. 

  • Prepare and deliver reports, infographics, dashboards, and presentations to communicate project results to the public and City stakeholders. 

  • Possess excellent communication and interpersonal skills, with the ability to collaborate effectively across diverse teams and stakeholders.   

Divisional Leadership 

  • Support program management of the Citywide People Analytics practice, which may include developing long-term roadmaps, obtaining stakeholder buy-in, and tracking the status of People Analytics projects. 

  • Work collaboratively with all staff, encourage team members to challenge themselves and learn from each other, and actively contribute to team efforts. 

  • Conduct benchmarking and best practice research. 

  • Use research findings to draft actionable recommendations for the Citywide leaders. 

Qualifications

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e. special conditions)may apply to a particular position and will be stated on the job ad.

Possession of a baccalaureate degree from an accredited college or university and three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
