About the Thriving Communities Grantmaker Project (TCGM)

The Green & Healthy Homes Initiative is one of 11 organizations selected by the Environmental Protection Agency (EPA) to serve as an Environmental Justice Thriving Communities Grantmaker. GHHI received $50 million to provide subgrants to community-based nonprofits and other eligible subrecipients in EPA Region 3 for assessment, planning, and project development activities. Grantmakers will alleviate much of the burden that the federal grants process places on small, resource-constrained community-based organizations supporting underserved communities and marginalized populations. The 11 Grantmakers are a combination of community-based nonprofit organizations in potential partnerships with a federally recognized Tribal government or an institution of higher education. Grantmakers will design competitive application and submission processes, award environmental justice subgrants, implement a tracking and reporting system, provide resources and support to communities, all in collaboration with EPA’s Office of Environmental Justice and External Civil Rights.

Position Overview

The Senior Vice President, EPA Thriving Communities Grantmaker, Region 3 will oversee and manage the EPA Region 3 Thriving Communities Grantmaker (TCGM) Project. EPA’s Region 3 covers Delaware, Maryland, Pennsylvania, Virginia, West Virginia, Washington, D.C., and seven Tribal Nations. The TCGM Project, in collaboration with the EPA, will award $40 million in grants, flowing from the Inflation Reduction Act, to fund eligible projects in historically disinvested communities throughout EPA’s Region 3. To further ensure equity and transparency, the Project includes a dedicated Advisory Board comprised of 10+ organizations which will provide outreach support, applicant engagement, and ensure equitable, transparent project implementation. To ensure subrecipients’ technical assistance needs are met, the Project will also include a dedicated team of technical assistance partners with subject matter expertise congruous to the projects selected to receive TCGM subgrants. Overall, in partnership with the Advisory Board and technical assistance team, the Senior Vice President will oversee project strategy, workflow, outreach, process design, and process improvement to receive and evaluate competitive community project applications from communities in EPA’s Region 3 to support local environmental justice projects related to a wide range of environmental issues. This position will report to GHHI’s President & CEO for the duration of the three-year project period. This role will be classified as a Senior Vice President within the GHHI organizational chart.

The Senior Vice President must be a well-organized person with high integrity, affinity for our mission, and commitment to excellence. Reporting directly to the President & CEO, the Senior Vice President serves as the primary point of contact on all matters pertaining the TCGM Project. The Senior Vice President also serves as a liaison to the Region 3 TCGM Advisory Board, EPA, EPA Region 3 Environmental Justice Thriving Communities Technical Assistance Center (TCTAC), and all project partners. Together with the GHHI team, the Senior Vice President will be charged with quickly building this initiative and then moving to execution in a manner that centers equity while ensuring compliance with federal regulations. The ideal applicant will have strong written and verbal communication, administrative and organizational skills, and the ability to exercise good judgment and balance across multiple priorities. The Senior Vice President must be able to work under pressure and handle a wide variety of activities and confidential matters with discretion.

Duties & Responsibilities

Lead and manage all daily operations of the TCGM Project operations, which includes the following:

  • Outreach & Education
    1. Create and implement an Outreach Plan to ensure the funding opportunities are well-publicized throughout EPA Region 3 and that there is a diverse applicant pool.
    2. Ensure partners across the region are well-equipped to disseminate the funding opportunities to their networks.
    3. Attend site visits, as requested by the President & CEO, deepening ties to the Region 3 communities.
    4. Review feedback obtained through outreach and education to support continual improvement.
    5. Educate applicants and grantees to ensure successful application completion and grant award compliance.
  • Stakeholder Relationships
    1. Serve as the primary liaison between all partners and the TCGM team and be responsible for developing and deploying a comprehensive, participatory governance model built on partnerships and community insights.
    2. Support the coordination and execution of TCGM Advisory Board meetings, including correspondence, logistics, and timely board reports.
    3. Ensure strong partnerships with technical assistance providers, Region 3 Thriving Communities Technical Assistance Centers, National Grantmaker serving Region 3, and all Project partners.
  • Grantmaking Responsibilities
    1. Manage the Request for Applications, ensuring that the objective of funding community-based organizations that are advancing environmental justice initiatives in their respective communities is met.
    2. Oversee all facets of grantmaking for 170+ subrecipients, including review, notification, pre-award readiness, award provision, and payments.
    3. Oversee compliance and quality assurance during performance period.
  • Financial Management
    1. Manage a multi-year budget.
    2. Work closely with the finance team to ensure accurate tracking, reporting, and reconciliation of grant-related expenses in compliance with grant requirements and financial procedures.
  • People Management
    1. Directly manage a team supporting the TCGM Project and leverage the team capacity from the broader GHHI enterprise.
  • Other
    1. Experience with the procedures and protocols of managing a federal contract.
    2. Work closely and effectively with the President & CEO to ensure they are well informed of upcoming commitments and responsibilities, following up appropriately and prioritizing conflicting needs and deadlines.
    3. Handle matters expeditiously, proactively, and follow-through on projects to successful completion, often with deadline pressures.
    4. Maintain a positive working atmosphere to keep group efforts focused on the deliverables of the TCGM project. This also includes promoting appropriate work behaviors and attitudes and mutual respect with GHHI staff, grantees, partners, and more.
    5. All other activities as assigned to support President & CEO in the execution of the TCGM Project.

Qualifications

  • 10+ years of grantmaking experience required
  • Federal grant experience is required, EPA grant experience is preferred.
  • A Bachelor's degree in Nonprofit Management, Business Administration, Fundraising, Philanthropy, or a related field is required, with a preference for candidates holding a Master's degree.[
  • Proficiency in grantmaker software and/or customer relationship management systems, along with a strong understanding of financial management principles related to nonprofit organizations.
  • Excellent written and verbal communication skills, as well as the ability to develop and execute strategic fundraising plans.
  • Demonstrated evidence of success working in a fast-paced environment.
  • Willingness to take on multiple tasks simultaneously and perform at a high level.
  • Strong listening skills.
  • Advanced knowledge in MS Office (Outlook, Word, Excel, PowerPoint), Google, etc.
  • Must possess strong work ethic and reputation for exhibiting teamwork in meeting job responsibilities and project goals.
  • Must possess a high degree of energy, professionalism, and confidentiality.
  • Highly organized, self-motivated with attention to detail.
  • Excellent communication and phone skills.
  • Must have a valid driver license and reliable transportation.

Physical Requirements

  • Ability to lift, bend, and stand/sit for long periods of time.
  • Ability to lift and carry 20 to 50 pounds.
