Title: Development Inspector


Hours: Full Time


Status: Non-Exempt


Reports To: District Engineer


Starting Pay: $23 - $29/hr (depending on experience)

Description:

Under the supervision of the District Engineer, the DEVELOPMENT INSPECTOR is responsible for inspecting the construction of water and wastewater infrastructure and facilities for compliance with District, local, state, and federal code, regulations, and specifications.


Duties:

  • Inspects and enforces erosion control measures at construction sites during construction
  • Attends and provides input during pre-design and at pre-construction meetings
  • Compiles necessary documents and creates project construction file
  • Monitors administrative activities prior to active construction
  • Inspects and compares material deliveries to approved submittals
  • Inspects and compares trench safety means and methods to the approved plan
  • Inspects for proper surveying and staking
  • Coordinates in-house crews for taps and tie in points
  • Inspects and observes construction activities daily
  • Coordinates and schedules requested inspections
  • Monitors the testing of construction materials
  • Collects and conveys information for approval of needed changes to approved plans
  • Obtains proper documentation associated with all changes
  • Inspects construction methods and right of way restoration of in-house and contracted construction crews
  • Compiles and maintains detailed project records, including daily reports and other documentation as needed
  • Responds to citizens’ concerns as they relate to construction sites and right of ways
  • Coordinates project walk-throughs and administrates the final acceptance process
  • Other duties as assigned


Qualifications:

  • High school diploma or GED equivalent
  • Five years experience related to the Civil Engineering Field (i.e., drafting, surveying, utility construction, or construction technology)

OR

  • High school diploma or GED equivalent
  • One year of college/trade school related to drafting, surveying, utility construction, or related technical curriculum
  • Four years experience related to the Civil Engineering Field (i.e. drafting, surveying, utility construction, or construction technology)

AND

  • Must have a valid Class "C" Driver's License prior to employment (must obtain Texas Class "c" driver's license within 30 days of hire per state law)


Required Knowledge and Skills:

  • Knowledge of building products, construction details, and relevant rules, regulations, and quality standards
  • Good understanding of safety guidelines.
  • Understanding of all facets of the construction process
  • Competent in conflict and crisis management
  • Ability to communicate effectively both verbally and in writing.
  • Ability to form and maintain effective relationships with coworkers and customers.
  • Ability to read and understand engineering plans and specifications.
  • Ability to manage time and schedule daily activities.
  • Ability to operate and maintain a motor vehicle.
  • Familiarity with use of Microsoft Office Suite, Bluebeam Revu, and Construction Project Management Software


Physical Requirements:

  • Must be able to maneuver around construction sites.
  • Must be able to walk over rough terrain, bend, reach, kneel, and climb ladders.
  • Must be able to work in extreme weather conditions, around heavy construction equipment, and confined spaces.
  • Must be able to routinely lift, move, push, pull, and otherwise relocate up to 25 lbs. without assistance.


Work Environment:

  • Requires work in both indoor and outdoor environments any time during the year.
  • Work areas may range from a clean office setting to outdoor, off-road areas with unpleasant odors.
