Job DescriptionJob Description

Construction Surveillance Technician (CST): A Top Secret, cleared SCI individual with experience and ability to conduct construction surveillance and access control of SCIFs. Responsible for safeguarding construction site, ensure compliance with security protocols, maintain compliance with ICD705 and related requirements. The CST will document construction conditions, identify any non-compliance with standards, and document and escalate any non-compliance or other observed deficiencies of construction and access violations. This position requires a strong understanding of security principles, construction practices, and the ability to work effectively in a dynamic environment.

Tasks and Responsibilities include but not limited to:

  • Conducting risk analysis to determine the level of surveillance coverage and types of inspection required throughout construction life cycle for various security levels.
  • Validating clearances and access to construction site and perform security escort and other access control related duties as assigned.
  • Assessing and developing physical, personnel, and technical security measures
  • Inspecting all construction materials, packages, bags, boxes, crates, and vehicles entering and leaving construction site and identifying unauthorized materials.
  • Perform visual inspections of all work performed for anomalies and to identify potential introduction of clandestine technical devices.
  • Reviewing construction drawings/blueprints to ensure all construction performed is in accordance with approved drawings and specifications and in accordance with ICD 705 and required DCIDs.
  • Preventing and/or taking note of any changes in construction that could potentially mask an ulterior purpose and reporting it.
  • Assessing the methods and potential locations where clandestine technical surveillance devices could be hidden for the purpose of clandestine surveillance.
  • Understanding Technical Surveillance Countermeasures techniques and construction principles and potential devices used by others for surveillance.
  • Operating security devices, systems, and other surveillance monitoring devices
  • Implementing construction security surveillance techniques, vehicle search techniques, and personnel search techniques.
  • Produce written reports and/or document activities, processes, investigations, deficiencies, incidents, attempts to gain unauthorized access and suspicious behavior.
  • Understands construction terminology, procedures, practices and safety.
  • Identify and understand technical security devices, systems, and other monitoring devices.


  • MUST HAVE a Current Top Secret/SCI eligible clearance (NO EXCEPTIONS)
  • Minimum high school diploma or GED equivalent.
  • Minimum of at least 3 years' experience in at least one of the following areas of expertise: Construction Security Surveillance, Technical Surveillance Countermeasures, Industrial or Government Physical Security and experience performing the above responsibilities/tasks
  • Excellent English communications skills including good writing skills.
  • Proficiency in Microsoft Office products
  • Construction Knowledge.
  • Understanding and experience with ICD 705, SCIF builds and ability to interpret blueprints.
  • Knowledge and experience of IDS, CCTV, x-ray machines, technical surveillance devices

Preferred Qualifications:

  • College degree in relevant field
  • Relevant military experience
