WWC Federal, an operating firm of Command Holdings, is seeking an experienced Anti-Corruption Technical Officer (ACTO) to support the United States Agency for International Development’s (USAID’s) Anti-Corruption Center (ACC). The ACTO will work in the ACC’s Technical Leadership, Programming, Integration and Response Pillar (Pillar 1), providing technical expertise and design support in the areas of anti-corruption, democracy, and/or governance.

As a member of the ACC’s Pillar 1 team, the ACTO will support the implementation of the ACC’s Anti-Corruption Technical Clinics, designed to promote understanding and uptake of the USAID’s Anti-Corruption Policy and new anti-corruption directions; provide technical expertise and demand-based support to USAID Missions looking to design new and enhanced anti-corruption programs; support ongoing programmatic procurement efforts; and contribute to efforts aimed at furthering integration of anti-corruption measures throughout USAID’s work (including the development of relevant guidance). This work will help position USAID to deliver on the Administration’s ambitious anti-corruption agenda, including enhancing USAID’s ability to play a leading role in the fight against corruption and elevating efforts to integrate anti-corruption approaches across the Agency. USAID’s Anti-Corruption Center was created to elevate, strengthen, and integrate anti-corruption across USAID’s work and rapidly enhance the Agency’s capacity to play a central role in developing and implementing the Biden-Harris Administration’s ambitious anti-corruption agenda.

The ACTO will serve as an anti-corruption advisor and will have significant knowledge and experience in the anti-corruption and governance fields, including experience with programs aimed at preventing, detecting and sanctioning corruption. Under the direction of the ACC’s Deputy for Programs and the Pillar 1 Lead, the ACTO is expected to carry out work assignments using independent professional judgment to ensure that effective Mission support and technical leadership is provided. The ACTO will perform work of outstanding difficulty and responsibility. Under Pillar 1 leadership, the ACTO will work closely with a broad range of internal and external stakeholders, including other ACC colleagues, USAID staff in other Bureaus and Operating Units, and may engage in interagency cooperation with the Departments of State, Justice and Treasury, and implementing partners as requested. The ACTO's responsibilities will be geographically worldwide, varied, and dynamic to reflect changing circumstances facing USAID and the ACC.

Responsibilities will include:

  • Supporting the implementation of the ACC’s Anti-Corruption Technical Clinics (including running clinics and follow-on sessions with USAID Missions), which are designed to promote understanding and uptake of the USAID Anti-Corruption Policy and new anti-corruption directions;
  • Serving as a technical advisor to USAID Missions and Operating Units in designing innovative and evidence-based activities, programs, policies and strategies aimed at strengthening country capacity and commitment to prevent, combat and sanction corruption. This includes providing demand-driven, innovative, and responsive technical design support to USAID Missions as they seek to adapt and align their anti-corruption programming to the U.S. Strategy, and/or design new programs and activities. This may also include supporting the development of strategy and country-level plans; participating in the development of anti-corruption-related performance indicators; conducting anti-corruption and other assessments; integrating best practices and lessons learned into cross-sectoral programming; and providing technical support to the Agency’s regional Bureaus. This may also include helping Missions with the monitoring and evaluation of anti-corruption programs to help them adapt to changing circumstances and to further expand the anti-corruption sector’s evidence base and learning.
  • Supporting design and finalization of procurements related to the ACC’s bold new suite of global anti-corruption programming;
  • Participating in and supporting the ACC’s Bureau and Independent Office (B/IO) Working Group, including maintaining a continuous interchange with other technical officers in USAID, especially within the other Pillar Bureaus, for information-sharing, identification of opportunities and constraints to cross-cutting programs, best practices, joint mission support and trainings, as well as research platforms and monitoring and evaluation systems;
  • Contributing to the development of technical guidance and products to inform USAID’s anti-corruption programs, including anti-corruption programming and integration guidance produced under ACC’s Pillar 1. This includes translating state-of-the-art technical expertise into tools and guidance that can be easily shared and absorbed by USAID officers;
  • As needed, drafting internal USG and external communication materials (including talking points, briefing papers, fact sheets, and website and social media content) related to the ACC; and
  • Carrying out other duties related to supporting the ACC, as assigned by the Deputy for Programs.

Work Environment:

  • Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment).

Requirements

Basic Qualifications

  • Current, active Secret security clearance.
  • Master’s degree in Governance and Integrity, Development Studies, International Affairs/Relations, Forensic Accounting, Master of Laws in Anti-Corruption or related field with at least three (3) years of professional experience related to anti-corruption and/or illicit finance //OR// Bachelor’s degree in Political Science, Criminal Law/Justice, Economics, Law/Pre-Law, Public Administration or related field with at least eight (8) years of professional experience in the field of international development with experience in anti-corruption, fiscal accountability and/or governance.
  • Relevant country-level USAID experience working with U.S. government, international organizations, donor development agencies, non-governmental organizations, private sector, academic organizations, or other agencies and processes involved in anti-corruption issues.
  • Demonstrated ability to serve as a technical advisor on complex and precedent-setting policy and program issues, provide technical advice and assistance by conducting programs analysis, formulating strategy, making project recommendations, and conceptualizing new programs or redesigning ongoing programs in the area of anti-corruption.
  • Understanding of U.S. Government, USAID and international landscape related to supporting anti-corruption programming.
  • Excellent organizational, problem-solving, logistics, and planning skills, as well as attention to details.
  • Demonstrated ability to provide timely, insightful and excellent-quality written deliverables, working with internal and external stakeholders.
  • Demonstrated mastery of high-quality, professional written and oral communication skills, including the ability to summarize complex issues, and learning in clear, concise language for ease of utilization by internal and external stakeholders.
  • Ability to multitask and work under pressure.
  • Proven track-record of working effectively and collaboratively in teams.
