Job Description

Red River Science & Technology, LLC (RRST) is looking for a Contracts & Compliance Specialist (CCS). The CCS is responsible for the preparation, enforcement, and enhancement of subcontracts, ethics, and contract compliance requirements and procedures relative to RRST’s U.S. Government contracts and associated activities. The Contracts & Compliance Specialist ensures that assigned contracts are properly executed and the necessary documents such as certificates of insurance, required deliverables, etc. are on file and submitted to the Government, through the appropriate channels, within the requisite timeframe. The CCS reports to the Contracts Manager and works closely with assigned project managers, project accounting, and HR to ensure the successful execution and support of assigned RRST contracts. The CCS compiles and submits regular reports to the Contracts Manager, and Government as required, regarding all contract activity. Additionally, the CCS may assist in the preparation of subcontract agreements, execution of Quality Control/ Safety Audits and engage subcontractor management, as directed, in the resolution of contract issues or requested deliverables.

Minimum Required Qualifications:

· Bachelor’s Degree (B.A., or B.S.,) from an accredited college or Paralegal Certification required; advanced degree in business, procurement or related field preferred

· Must have a Secret security clearance or be able to obtain one based on the requirements

· One year of relevant experience directly related to government or commercial contracting

· Ability to interpret and execute Federal Regulations as they apply to government contracts (FAR, DFARS, NFS, DPAS, UCC, ITAR, EAR, etc.)

· Ability to read and interpret contractual documents throughout the business cycle; from proposal through post-award

· Exemplary verbal/written communication skills required for interactions with all levels of personnel within the organization, as well as any and all outside agents, including but limited to: subcontractors, customers, etc.

· Highly computer literate with MS Office Suite expertise

· Demonstrated experience with applicable government contracting systems (e.g. FBO, FPDS) preferred

· Ability to obtain and maintain a Secret security clearance

Essential Duties & Responsibilities:

· Review customer terms and conditions and provide recommendations to management relating to any exceptions or items of concern or caution to identify risks as part of the customer contract lifecycle from pre-award through post-award.

· Draft, red-line, and coordinate NDAs, contractual documents, reports and other correspondence as directed.

· Follows and enforces established compliance program and procedures for assigned contracts.

· Maintains complete and thorough records of all contractual negotiations (e.g. – subcontracts, NDAs, modifications, etc.) and quality control activities specific to each active contract.

· Maintain up-to-date knowledge and understanding of government contracts, ethics, and compliance reporting and responsibilities.

· Support internal investigations and audits with regard to ethics, quality and compliance issues (as required).

· Able to travel in support of contract management, quality reviews, and general client meetings.

Additional Duties/Responsibilities:

· Bring initiatives and activities to closure in a timely manner through effective interaction and communication with individuals, both internal and external to the organization (as required).

· Abide by all safety, quality, housekeeping and company policies/procedures to ensure compliance to various regulatory and internal system requirements.

· Actively participate in team meetings, improvement initiatives/program, etc. to provide constructive recommendations and initiative actions to support company initiatives/goals/mission/vision

· Consistently demonstrate commitment to company values

· Keep management informed of area activities and of any significant impacts to the organization

· Maintain discretion with regard to the handling of sensitive/organization/contract specific information

· Complete special projects and miscellaneous assignments as required
