Position Summary

  • The HR Manager provides centralized human resources support to Augustine Casino and Tribal Enterprises. The main areas of responsibility include payroll, regulatory and policy compliance, policy development and administration, internal communications, classification, and compensation, staffing and recruitment, coordinating staff development, employee records management, manages the HRIS system, employee relations, employer relations, addressing broad and complex personnel issues, training, and organizational development, and administers the Tribe’s benefit plans.

Position Essential Functions

  • Create a compensation strategy for all team members based on market research and pay surveys; keeps the strategy up to date. Analyze trends in compensation and benefits. Conduct performance and salary reviews for their team, including the HR Coordinator. Use performance management tools to provide guidance and feedback to the team.
  • Investigate and resolve team member issues and conflicts in a timely manner. Ensure Augustine’s HR policies are applied consistently.
  • Make changes and/or review changes in Paylocity for Team Member updates. Answer Team Member questions about salaries and payments. Distribute W2s, 1095-Cs and 1099s on an annual basis.
  • Administer employee compensation and benefits programs, ensuring competitive and equitable compensation and providing guidance on employee benefits. This includes the classification of positions, pay policies, and periodic compensation studies, and developing compensation strategies.
  • Maintains strict confidentiality of all sensitive personnel documentation and information.
  • Process employee paperwork, disciplinary action and termination paperwork.
  • Prepare and maintain employment records and personnel files.
  • Develops and manages job announcements and job postings along with Training and Recruitment Manager.
  • Responsible for monthly, quarterly, and yearly reports, along with the annual department budget.
  • Responsible for ensuring compliance with Casino personnel policies, Indian Preference, Affirmative Action, Equal Employment Opportunity, and other applicable laws.
  • Assist with benefits administration for all team members which includes medical, dental, vision, voluntary life, accidental death and dismemberment, and 401k eligibility.
  • Meet with third party administrators for annual benefits renewal and handle all open enrollment changes.
  • Attend manager meetings, which may include Council Meetings. Travel may also be required.

Supervisory Responsibilities

  • Responsible for the HR Coordinator; ensuring they’re developed and trained properly on all applicable tribal law.

Schedule

  • 8-hour shifts
  • Day shift
  • Monday - Friday

Requirements:


Work Experience Requirements

  • 4+ years human resource administrator and/or recruiting
  • Experience with Paylocity HRIS system highly preferred.
  • Excellent communication skills, written, oral, and non-verbal
  • Proficient with MS Office products
  • Must be able to communicate in English- Spanish
  • Gaming/Tribal experience is highly preferred.

License/Certifications

  • Must obtain and maintain an Augustine Gaming License.
  • Must have a Driver’s License and remain insurable under Augustine Band of Cahuilla Tribe's policy.

  • Thorough knowledge of federal, state, and tribal employment laws and regulations.
  • Knowledge of the rules, regulations and procedures used to accomplish various personnel functions including classification, staffing, employee benefits, employee relations and employee development.

  • Ability to handle confidential and sensitive information with discretion and professionalism.
  • Ability to establish and maintain effective working relationships with all levels of the organization and community.
  • Ability to manage and perform with a high degree of autonomy, organization, and adaptability.
  • Must be able to demonstrate respect for and awareness of Native American customs, traditions, and socioeconomic needs.
  • Must have excellent oral and written communication skills, including public speaking with large and small groups of different managerial, socioeconomic, cultural, ethnic, and educational backgrounds.
