Job DescriptionJob DescriptionOur client is seeking an HSE Advisor for their two state of the art research facilities in Cambridge, MA.
The successful candidate will be responsible for overseeing and managing the health, safety and environmental (HSE) aspects for oil and gas related research laboratories in North America. This position will develop, implement, and monitor a centralized HSE function that includes processes and training programs that comply with corporate guidelines, federal/state/local regulations, and international best practices.
The successful candidate will provide leadership, technical and regulatory expertise in the areas of environment, safety, health, occupational medical services, and emergency services and will also direct an effective research center environmental process capable of zero notices of violation for regulatory noncompliance and zero citations for safety and health regulatory compliance. This person also leads an effective safety and health process capable of zero occupational injuries and illnesses.
Duties & Responsibilities
  • Plans, supports, and coordinates a variety of COMPANY safety projects & programs, including but not limited to hazardous materials management, workplace safety committee setup and guidance, safety training curriculum development and delivery, emergency evacuation drills and safety inspection programs.
  • Measures airborne concentrations of airborne contaminants; using air sampling instruments and collection devices. Sample collection of potentially dangerous chemical, physical, and biological agents for analysis
  • Identifies and appraises loss potential conditions/practices and provides guidance/advice on methods, procedures, programs, or mechanisms to eliminate or reduce loss for the company.
  • Evaluate and ensures compliance to local and federal occupational health and safety regulations, laws, rules, and codes. Educates and informs employees on occupational health and safety hazards.
  • Conducts extensive personnel sampling; consults with corporate and external organizations concerning workplace health hazards and control options; applies scientific and engineering principles and methods to identify, analyze and control hazards; prepares technical reports; develops and presents training; and supports IH Programs and emergency responses.
  • Creates programs and practices as part of comprehensive safety programs to assure a safe, healthful, and compliant workplace.
  • Uses scientific methods and the latest research to collect identify and monitor toxic chemicals, noise, radiation, asbestos, lasers, indoor air pollution, stress, repetitive motion trauma, electric and magnetic fields, and infectious biological materials.
  • Performs hazard analysis and develops sampling and/or safety plans.
  • Inspects and evaluates work operations, production methods, and engineering controls to determine potential contaminant emission sources or related health hazards associated with workplace conditions.
  • Determines effectiveness of engineering control methods and makes recommendations regarding location, design, structure, operations, and maintenance of contaminant and physical agent control systems
  • Investigates adequacy of ventilation, exhaust, lighting, and other conditions that may affect employee health, comfort, or efficiency.
  • Develops and delivers educational training meetings on occupational health, safety, and environmental programs, including accident and pollution prevention programs.
  • Evaluates investigation findings, proposes corrective measures, in conformance with health, safety and environmental standards and regulations.
  • Consults with management, industrial engineers, employee representatives, and other agencies regarding industrial health problems and solutions.
  • Responds to emergencies and performs accident investigations. Prepares reports of observations and analyses and provides recommendations about industrial health issues. Develops corrective methods, controls, and procedures to improve work environment.
  • Champions the management of change processes to include guidance on hazard operability studies related to purpose build laboratory equipment.

Education and Experience
  • B.S. in Engineering (Mechanical, Chemical, Industrial, Environmental Safety, Industrial Hygiene) and/or other closely related engineering major with relevance to HSE experience and certifications. Professional experience should include development, implementation and management of corporate health, safety, and environmental management systems.
  • Seven (7) years’ of HSE experience, preferably in the petrochemical or oil/gas industry.
  • Must be able to communicate and comprehend accurately, clearly, and concisely in English at a level required to perform the job as outlined. Strong communication & presentation skills (oral and written) are required.
  • Must possess good work habits, a strong work ethic, and be able to adhere to company work hours, policies, and standard business etiquette.

Other requirements:
  • Extensive knowledge of industrial hygiene and loss prevention practices within laboratory environments dealing with hazards such as high pressure and high temperature systems, hydrocarbons, chemicals, X-ray, CT Scanning and Nano materials.
  • A certified radiation safety officer or ability to obtain this certification.
  • Proven ability to design, develop, implement, and administer professional-level industrial hygiene and safety programs that meet OSHA, ANSI, NFPA, NEC regulations and guidance.
  • The ideal candidate must have knowledge of safety management systems, asset integrity, laboratory engineering controls and equipment, risk assessment, chemical hygiene, emergency preparedness, and incident investigation/reporting.
  • The ideal candidate will be a Certified Industrial Hygienist (CIH) and/or a Certified Safety Professional (CSP) and a Certified Hazardous Materials Manager (CHMM) within a research and development facility,
  • Must have a thorough knowledge of OSHA, EPA codes, standards, and specifications.
