SUMMARY

The Chief Inspector is responsible for the overall operation of the Installation Inspection Department. Additionally, the Chief Inspector is responsible for directing, planning, and laying out the details of inspection standards, methods, techniques, practices, and procedures used by this Certificated Repair Station (CRS) in complying with all applicable Federal Aviation Regulations (including other National Aviation Authorities), specific air carrier requirements and manufacturer's specifications and recommendations. The Chief Inspector has the final authority in the releasing to service all articles for this repair station.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Ensure all work is accomplished in accordance with applicable Federal Aviation Regulations, the Repair Station Manual (RSM), Quality System Manual (QSM), Original Equipment Manufacturer specifications, owner/operator requirements, and industry standards acceptable to the Administrator.
  • Ensure that inspections are properly performed on all completed work and that the proper inspection records, reports, and forms used by the CRS are properly executed prior to releasing the article for return to service.
  • Verify that only airworthy articles are installed in any item or article released by the CRS, and for ensuring the airworthiness of work performed by contract maintenance providers.
  • Determine that the technical data used by the CRS on all articles maintained, modified, overhauled, or repaired by the CRS is complete and current with the latest revisions.
  • Ensure that military technical orders used in the repair, maintenance, overhaul or testing of airframes/articles, that are not listed in the items approved data, are evaluated, and approved in advance by the FAA and are listed on the Repair Station's Operations Specifications, as a specialized service.
  • Ensure all work packages for technical and physical completeness, prior to authorizing the release to service.
  • Ensure the repair station’s inspection rosters, to include the Roster of Management and Supervisory Personnel remain current.
  • Evaluate all candidate articles for addition to the capability list; add items after accomplishing a favorable capability self-evaluation in accordance with RSM/QSM.
  • Generate and submit annual budgets for approval; manage department costs to budget constraints.
  • Ensure development and adherence to departmental labor schedule.
  • Determine the requirement for additional inspections or functional checks of maintenance accomplished by contract maintenance providers.
  • Prepare and submit Service Difficulty Reports to the Primary Inspector at the FAA Flight Standards District Office or through the FAA website IAW FAR 145.221.
  • Function as Subject Matter Expert for 14CFR43 and 145 and related foreign national aviation regulations.
  • May function as a legal agent to make FAA and foreign national aviation authority applications on behalf of customers at the discretion of the owner / designee.
  • Ensure all articles are properly tagged when removed, rejected or deemed unserviceable.
  • Ensure proper delegation of authority to Quality Control and Designated Inspectors to in accordance with the repair station manual system.
  • Monitor and manage departmental manpower allocation, productivity, utilization and efficiency.
  • Maintain a safe and clean working environment in accordance with company standards.
  • Document actions by completing all required time keeping records; verify subordinates’ reporting.
  • Complete initial / recurrent training requirements in a timely manner.
  • Other duties may be assigned.

SUPERVISORY RESPONSIBILITIES

  • Supervise, train, hire, communicate, set goals, and reinforce through recognition and discipline.
  • Carry out administrative duties such as time and attendance, performance evaluations, incident reports, accident reports, etc. in a timely manner.
  • Ensure continuity of inspection responsibility and completion of required inspections when personnel shift or assignment changes occur.
  • Provide training and guidance for the inspection staff.
  • Establish work assignments for each employee and hold them accountable for performance.
  • Maintain harmony among workers and resolve any grievances at the lowest possible level.
  • The Chief Inspector is designated as the back-up to the VP, Quality and fulfills the requirements of the position, in the absence of the VP, Quality.

ADDITIONAL RESPONSIBILITIES

The individual employed in this position is expected to dress appropriately (determined by area in which their work is performed), report to work on time, have excellent work habits, and have a cooperative and positive attitude in the work setting; exhibits respect and professionalism when interacting with customers, and all employees; must adhere to company policies, procedures and safety standards.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the minimum knowledge, skill, and/or ability required.

  • Bachelor's degree, military leadership experience, or an equivalent combination of education and experience.
  • 5+ years’ experience in a Certified Repair Station.
  • Must have experience returning aircraft to service.
  • Experience and ability to supervise others.
  • Proficiency in the use of inspection aides, test equipment and techniques to determine quality of airworthiness.
  • Ability to manage and motivate a multidiscipline team to meet program commitments.
  • Effective computer skills; Microsoft Office software and other company and discipline specific software applications.
  • Ability to build positive relationships and maintain cross-functional partnerships.
  • Effective written and verbal communication skills.
  • Effective analytical and problem-solving skills.
  • Must be detail oriented with the ability to multi-task.
  • Ability and willingness to work extended hours, when needed.
  • Ability to perform a Quality Control Lead Inspectors’ duties and responsibilities.

LANGUAGE SKILLS

  • Read, write, and understand the English language.
  • Read, analyze, and interpret complex regulatory documents, technical documents, engineering drawings, regulations, procedures and manuals

CERTIFICATES, LICENSES, REGISTRATIONS

  • FAA Airframe and Powerplant license is required.
  • FAA Inspection Authorization Preferred.

  • Exposure to noise, smells, dust and fumes typically associated in an aviation environment.
  • Close proximity to several industrial hazards including electrical, mechanical and chemical.
  • Occasional work at heights upwards to 60 feet.
