Summary

The Captain is second in command of the enforcement department and is responsible for the day-to-day operations of the department. The Captain is responsible for all administrative related matters including but not limited to office records maintenance, general office management, equipment maintenance and inventory, budgetary matters, computerized information systems management and keeping the Chief of Police updated regarding patrol, administrative, and communications related matters.

This position is an in-person role located in Hood River, Oregon.

Responsibilities

  • Direct line supervisor over the Lieutenant, Administrative Specialist, Victims Advocate, IT Specialist, and the Dispatch Supervisor. Indirectly supervises patrol and dispatch personnel by acting in a counseling, teaching, and advocate capacity to maintain acceptable levels of work performance and employee morale.
  • Responsible for compliance in all aspects of subordinate personnel hiring, evaluations, promotions, terminations, investigations of misconduct, grievances, and training, by maintaining a working knowledge of CRITFC Policies and Procedures and the Law Enforcement Operations Manual (OM).

  • Acts as a second in command (in the absence of the Chief), by attending administrative meetings within CRITFC, the tribes, and other law enforcement agencies.

  • Works with other agencies in matters of mutual concern and/or mutual aid situations related to the enforcement department by providing patrol assistance when available, attending enforcement meetings and maintaining contact with agency supervisors.

  • Participates in the preparation and administration of the law enforcement department budget and associated responsibilities by working in liaison with CRITFC financial services personnel as well as the Chief.

  • Responsible for the department’s communications hardware by overseeing installation, arranging maintenance, and ensuring compliance to FCC and LEDS/NCIC rules, regulations, and licensing. Responsible for the department’s computer network and database systems by overseeing maintenance and upgrading of the computer systems.

  • Perform other duties as assigned.

Qualifications

  • Four years of criminal justice related experience and two years of supervisory experience in law enforcement, general office management, or a field related to law enforcement.
  • Ability to obtain Management Level police certification with the Oregon Department of Public Safety and Training (DPSST). Successfully completed required DPSST training requirements for this position.
  • Possess tact and good communications skills, verbal and written. Able to represent the organization and speak to groups of people representing friendly or hostile viewpoints with equal ease.
  • Possesses self-initiative and ability to function as a first line supervisor with little or no direct supervision. Be able to make independent command decisions.
  • Must be able to generally perform the work of all subordinates.
  • Must meet all physical requirements of patrol personnel.


CRITFC Motor Vehicle Policy

This job occasionally requires driving a CRITFC vehicle or your own vehicle for business (mileage compensated), and therefore you must be able to meet the terms of the CRITFC Motor Vehicle policy. Per the policy, applicants are required to have a valid driver’s license and a clean driving record for the past three years. This includes a three-year record clear of the following:

  • Reckless Driving
  • Driving Under the Influence
  • Suspension or revoked license
  • No more than two at-fault accidents
  • No more than one major violation or two minor violations.
