Job Description: The Senior NEPA Planner shall independently provide environmental planning support to activities within the area of cognizance of NAVFAC Pacific. The primary objective is to provide contractor services and deliverables through performance as a senior environmental planner.


Duties and Responsibilities:

  • Prepare and review environmental planning documents and technical studies prepared in accordance with the National Environmental Policy Act (NEPA) and Executive Order (EO) 12114, Environmental Effects Abroad of Major Federal Actions. Environmental planning documents include Environmental Assessment (EA)/Overseas EA (OEA), Environmental Impact Statements (EIS)/Overseas EIS (OEIS), Environmental Reviews (ER)/Environmental Study (ES), Record of Categorical Exclusion (RCE), Negative Decision (ND) and related special environmental planning studies assessing the environmental impacts of proposed operations, training and exercises, homeporting/homebasing actions, proposed shore infrastructure projects, and other supported military programs, construction projects, and force alignments.
  • Coordinate review of environmental planning documents and technical studies within NAVFAC Pacific departments, Department of Navy (including Marine Corps) commands, other military services, regulatory and cooperating agencies, and the affected public.
  • Assist in processing of environmental planning documents via the supported activity chain of command.
  • Assist in technical oversight in development of NEPA documents, including structure, technical approach, analytical sufficiency and consistency with Department of the Navy programs and policies.
  • Provide strategic advice and guidance in development of resource agency consultation materials and strategies.
  • Provide strategic advice and guidance in development of strategic communications and stakeholder engagement plans, including development of key messages, targeted meetings, and approach to consensus.
  • Identify potential mitigation alternatives, which may affect the use or operation of DoD controlled facilities, properties and training events, to ensure compliance with NEPA, Clean Air Act, Clean Water Act, Coastal Zone Management Act, Endangered Species Act, National Historic Preservation Act, Marine Mammal Protection Act, and other related environmental legislation and DoD policy. Performs analytical work to contribute to the development of mitigating measures to avoid or minimize environmental impacts.
  • Review Navy Shore Facilities planning documents (i.e. Master Plans, Capital Improvement Plans, Special Studies, Construction and Repair projects and Site Approval Requests) to identify environmental problems and additional studies and documentation requirements.
  • Other duties as assigned.

Certifications, License and Physical Requirements:

  • A bachelor's degree from an accredited college in one (or more) of the following:
    • Physical Science
    • Biology
    • Engineering
    • Community Planning
  • A minimum of 15 years of experience demonstrating familiarity and understanding of the application of NEPA and EO 12114 for military training, testing, and shore facility requirements, in particular EISs prepared by or for the Department of the Navy in the Pacific.
  • A minimum of 15 years of work experience in the preparation of environmental planning documents in accordance of NEPA and EO 12114. Demonstrated familiarity and understanding of the application of NEPA for military training, testing, and shore facility requirements, in particular EISs prepared by or for the Department of the Navy in the Pacific region is highly desirable.
  • In-depth knowledge of major environmental laws and regulations, including NEPA, Clean Air Act, Clean Water Act, Coastal Zone Management Act, Endangered Species Act, National Historic Preservation Act, Marine Mammal Protection Act, and other related environmental legislations.
  • Demonstrated skill in oral and written communication. Training in risk communication and experience in applying this training in actual public meetings is highly desirable.
