Job Description:
This role is pivotal in growing our account and ensuring delivery excellence. It requires a candidate with high business acumen, superior project management skills, strong advocacy skills to drive wins, the ability to manage by influence, and a customer relations-oriented perspective. The candidate should also have a technical education or related experience.

Key Responsibilities:

  • Growing the Account: Lead captures and proposals to win new business, developing capture plans that include strategy, timeline, and backlog. Collaborate with corporate and account leaders to qualify new business opportunities, driving organic growth through excellence and meeting client needs. Utilize corporate resources effectively in opportunity development and lead the strategy for partnering, teaming, and customer engagement. Participate in industry groups to enhance insights and relationships.
  • Develop and execute capture plans through all phases, including a capture plan, schedule, and budget, meeting critical milestones.
  • Organize and execute significant capture activities, building teams, assessing win probability, developing win plans/strategies, and addressing gap analysis.
  • Develop value propositions, support business cases and project plans, and establish early win strategies.
  • Engage with customers, creating and executing call plans, and gathering and validating customer requirements.
  • Shape opportunities and position throughout the opportunity lifecycle.
  • Communicate and implement integrated business development, capture, and proposal strategies.
  • Manage capture pursuits effectively, tracking performance to cost and schedule.
  • Ensure timely delivery of compliant and compelling RFI, sources sought, and proposal responses.
  • Brief capture status to senior leadership, conduct after-action reviews, and conduct training on capture processes.

Qualifications:

  • Demonstrated expertise in all business dimensions, including delivery, growth, and operations.
  • Proven success in business development, with experience in pipeline development, captures, bids, and proposals.
  • Ability to foster enduring client and team relationships, with a history of building and leading high-performing teams.
  • Collaborative spirit, working effectively across the organization to achieve goals.
  • Track record of delivering challenging projects and leading business development teams in proposal efforts exceeding $30M.
  • Experience in the Federal marketplace, with a focus on Federal Health departments such as CDC, FDA, CMS, NIH, and VA.
  • Skilled in responding to RFPs and RFIs, with significant experience in proposal writing and review processes.
  • At least 10 years in the IT field, with 6 years managing cross-disciplinary IT teams on large, complex programs.

Education & Certifications:

  • Bachelor's Degree in Business, Information Technology, Computer Science, or another technical related field.
  • PMP and Certifications in Agile Project Management or equivalent, such as PMI Agile Certified Practitioner, Certified Scrum Professional.

Additional Skills (Preferred):

  • Professional certification in capture and proposal management (e.g., CPCM, APMP, or Shipley).
  • Security Clearance preferred, but not required.
  • Experience in federal government Cloud or IT systems, familiar with CIS, NIST standards, and managing government-specific IT environments.
  • Well-versed in healthcare IT systems, focusing on HIPAA regulations compliance.
