Position Summary: Directs the public transit activities and operations including management of staff; ensuring quality performance of the public transit department. Directs and coordinates activities with outside agencies and the public. Provides highly complex adherence to the requirements for funding the transit program with the Federal Transit Administration 5311 grant and other funding sources along with established federal, state, and local rules, regulations, and laws.
Essential Functions:
- Be responsible to the CEO for the daily management and operation of the transit program including but not limited to the development and implementation of department goals, policies, accounting, personnel, vehicles, equipment, and supplies consistent with HCHS's intention for this department.
- Demonstrates a continuous effort to maintain a vibrant and successful program. Establish recommended methods for providing effective transit services that ensure Harlan County’s need for public transportation is being met; identifying and allocating resources accordingly.
- Direct, coordinate, and monitor workflow; evaluate methods and procedures; identify and resolve problems ensuring compliance with federal and state programs, construction, procurement, projects, and audits.
- Select, motivate, and evaluate transit personnel; develop and implement staff training, discipline, and termination processes. Manage effective resolution of employee and human resource complaints and/or disputes.
- Assist in the daily activities of the public transportation system including but not limited to dispatching drivers, clerical, handling money, driving, and coordinating with other agencies to ensure compliance and efficiency.
- Respond to urgent and emergency situations as directed by the CEO.
- Investigate accidents, incidents, and disputes in accordance with policy and in conjunction with the proper agencies and/or departments; document and write reports as needed.
- Develop and maintain positive professional relationships with local businesses, schools, the general public, and other agencies, promoting Harlan County Transit Service.
- Provide and serve as a primary point of contact for other offices, individuals, and the public for the assigned programs.
- Be responsible for handling any concerns or complaints administratively before such matters are brought before the County Board.
- Maintain clear consistent communication with the CEO and CFO; provide routine reports on the program, budget, and action items.
- Attend all meetings pertaining to this department; stay current on programs, funding, regulations, and other things that can affect the program. Manage appropriately using best practices.
- Perform all necessary background checks, drug testing, and training of employees to meet DOT & FTA regulations. Must also be able to complete personal background checks necessary for the transit to operate as a Non-emergency Transportation Provider for Medicaid and other governmental programs.
- Perform all other duties as assigned or required by HCHS.
Knowledge and Abilities:
- Exhibit knowledge of required job skills and can keep abreast of current developments and understand business implications of decisions
- Skills to organize and coordinate the work of the department, subordinates, and necessary duties to carry out departmental objectives and projects.
- Knowledge of policies, rules, and regulations with respect to assigned programs in the department.
- Ability to work independently, prioritize work, meet deadlines, and apply good reasoning to make decisions on the basis of established protocol.
- Skills in displaying leadership, preparing and giving reports and appropriately managing personnel and budgets.
- Possess good communication and interpersonal skills; have the ability to effectively interact with staff, officials, and the public; establish and maintain effective relations; use tact and consideration; treat people with respect, inspire the trust of others; work with integrity.
- Ability to maintain confidentiality of records and information.
- Skills to operate computers, commonly used software, and standard office equipment.
- Skills to obtain and maintain required training personally and for staff.
- Knowledge of roads and maps in the city and county.
- Must be able to uphold quality professionalism such as attire and attitude.

Work Environment:
Work is generally performed indoors in an office setting with a moderate noise level. On occasion working outdoors driving the shuttle is necessary. Considerable interaction with people requires frequent hearing and speech along with frequent walking and standing. Use of visual capacity including depth perception, color vision, and peripheral vision consistent with computer use. Also, considerable use of computers, and equipment and driving the shuttle require frequent use of fingers, hands, and arms with frequent sitting. General office functions require some balancing, bending, kneeling, twisting, and lifting of 10-25 lbs.
Qualifications: Training, Education, Experience
- Possession of a valid State of Nebraska driver’s license and insurable driving record.
- Must be able to pass extensive background checks and random drug tests during employment.
- Must live within reasonable proximity of transit facility.
- Experience preparing and managing an annual budget, preferred.
- Awareness of the regulations related to the Americans with Disabilities Act (ADA)
- Excellent communication skills. Strong analytical and critical thinking skills.
- Strong organizational skills and ability to work independently.
- Proficient use of and working knowledge of Microsoft Office Suite and other relevant programs.
- Demonstrated team leadership and staff development.
- Ability to establish and maintain effective working relationships with co-workers, and the public, and demonstrate cultural awareness and sensitivity.
Security/Access:
- Will have access to the facility 24 hours a day
- Will have access to confidential information abiding by the organization’s privacy policies and regulations concerning this information
- All Harlan County Health System users will be given access to the organization's network to the level required to perform their specific duties. Some users will require access to job-specific systems, the authorization of these systems will be granted but the department director or the IT coordinator.
