Position Title: Career Navigator (Youth Pathways) Location: 25 Elm Place, Brooklyn

Reports To: Youth Pathways Program Director Cost Center: Workforce Development

General Purpose:

The Career Navigator is responsible for delivering comprehensive vocational guidance, case management, counseling, and referral services to youth aged 18 to 24 who receive public assistance. The Career Navigator helps youth attain career goals that can lead to self-sufficiency. Must maintain the highest standard of personal conduct and integrity while working with the clientele and relating to other staff members, service providers, and agencies.

Essential Functions:

  • Performs weekly/daily initial assessments for new clients and ensures that clients have all necessary documents for employment such as valid proof of Citizenship/US residency, work authorization, Social Security Card, valid NYS photo identification, educational and training documents, and updated
    resume.
  • Introduces clients to program services, assessment and career exploration process, program flow, job development and retention.
  • Develops realistic individual service plans consistent with the clients’ interests, KSA’s, previous work histories, education, and assessment of personal strengths to achieve educational and employment goals.
  • Provides supportive counseling and guidance services individually or to groups to address barriers to employment and make appropriate referrals to vendor services, agencies, and HRA representatives as required to help overcome these barriers and better prepare clients for employment opportunities.
  • Refers clients to job readiness training, financial counseling, vocational training (Goodwill or external partners), employment services, and New York City resources so clients can secure and maintain gainful employment.
  • Documents all client progress and compliance in case notes and completes assessments and intake in adherence to time frames set by Goodwill Industries.
  • Monitors and tracks client attendance, engagement, and participation activities to ensure client meets weekly and monthly goals, ensure compliance with HRA/Goodwill program regulations, and adjusts service plans when required.
  • Enters clients’ intake and demographic information in Database systems.
  • Submits weekly report to Director with updates on case notes and clients serviced, referrals for training and specialized resources, and career preparation.

Other regular responsibilities: May include but not limited to

  • Develops new resources, alternative engagement partners, and approaches to case management as needed.
  • Initiates Failed to Comply (FTC) infractions for clients failing to attend or comply with HRA attendance and participation regulations.
  • Facilitates inter-unit case conferences with diverse internal stakeholders to identify areas of service plans that are not achieving results; reframe plans for success going forward
  • Represents Youth Pathways at HRA or other partner meetings and various networking events, conferences, workshops, and seminars.

Qualifications/Basic Job Requirements:

  • B.A. or B.S. degree required along with at least one to two years’ experience providing career navigation, case management, vocational counseling, or employment services.
  • Prior experience preferred in working with individuals receiving public assistance or those who are experiencing or have experienced substance abuse, homelessness, mental health issues, or have been involved with the justice system.
  • Ability to establish rapport, build trust, empower, and provide occupational guidance to youth.
  • An understanding of the special needs of an economically and socially disadvantaged population.
  • Familiarity with New York City resources, social service programs, benefits, and entitlements.
  • Key knowledge, skills, and abilities include:
    • Superior oral and written communication skills

    • Exceptional interpersonal skills, including active and reflective listening, motivational interviewing, authentic communication, and conflict resolution
    • Highly effective problem-solving and follow up skills
    • Ability to focus deadlines and details
    • Excellent networking skills
    • Record-keeping, case noting, HIPAA compliance, and maintaining confidentiality
