Job DescriptionJob DescriptionThis individual will provide developmental and clinical support to individuals and agencies working with children and families where attachment risk is a concern.  This work involves case consultation to service coordinators, early intervention providers, and the behavioral health system.  The mental health specialist will conduct observations and assessments as appropriate and confer with individuals or teams providing services to children and families.  Work will include service coordination for families referred under attachment risk only status where no developmental delay for a child is indentified at the time of referral.  This individual will collaborate with mental health providers including processing and tracking referrals to that system.  In addition the Mental Health Specialist will track and analyze information maintained in the data system and will utilize this information to follow the progress of the screening and referral components as they relate to depression screenings.  This position requires an individual with highly developed analytical skills and clinical experience in the areas of attachment, early relationship development and infant/toddler development.
The work is performed with a considerable degree of initiative and independent judgment. This position reports directly to the Clinical Director.RESPONSIBILITIES
  • Provide clinical support through case consultation with individuals and teams.
  • Encourage and mentor Alliance staff in the area of reflective functioning and observation
  • Provide guidance about infant/toddler social emotional development and uses of assessments to indicate infant –caregiver capacities
  • Conduct observations and administer social emotional assessments as appropriate
  • Provide At-risk service coordination for targeted children and families
  • Analyze and interpret related records and reports
  • Monitor goals, outcomes and make recommendations for improvement
  • Coordinate and track referrals to mental health providers
  •  Conduct trainings as appropriate
  • Attend required trainings
  • Collaborate with provider network
  • Conduct maternal depression screening and support staff in their responsibility to screen.
QUALIFICATIONSProfessional Knowledge and AbilitiesKnowledge of principles, policies and procedures governing Early Intervention.Knowledge on infant/toddler development within the first three years of life.Knowledge of attachment theory and dyadic approaches to working with caregivers and their children.Experience with adult mental health treatment.Knowledge of conditions and characteristics of families that may put a child “at risk.”Demonstrated knowledge and understanding of children with developmental delays and conditions that put a child “at risk.”Knowledge of screening and assessments related to infant-care giver functioning.Demonstrated ability to work in homes and community settings.Ability to encourage others to reflect upon their work and to assist them in developing strategies for supporting mothers and infants.Ability to establish and maintain effective collaborative relationships with families, staff, physicians, and community service agencies.Demonstrated ability to provide culturally competent services and supports in diverse communities.Highly effective communication skills.Job RequirementPossess a reliable motor vehicle and valid PA motor licenseHave Act 33,34 and FBI ClearancesBe able to work at floor level with young childrenBe able to lift and handle young childrenEducation and ExperienceMaster’s Degree in counseling, social work, behavioral health, or family counseling. Current licensed counselor or in process of obtaining licensure.  Infant/Toddler Mental Health Certification or Endorsement preferred.
Three years related experience.
