The Tribal Administrator is responsible for oversight on all tribal management including administration, financial management, human resources, and program/project management. The Tribal Administrator provides support and guidance to all tribal programs including cultural, youth and education, emergency services, environmental protection, housing improvement, ICW A and social services, transportation planning, economic development and other contracted and/or grant programs.


This will also include preparing contracts for consultants, supervising and assigning tasks to staff, coordinating resources, reviewing and revising documents, conducting meetings, monitoring fiscal requirements, tracking work plan progress, and preparing oral and written reports. This position shall represent the Fort Bidwell Tribal Council to the public, local, state or other federal agencies in the absence of the Tribal Chairperson or other Fort Bidwell Tribal Council members upon request. The Tribal Administrator will maintain a professional appearance, attitude and working environment for the Tribe, its employees and its Tribal Members. All work shall follow applicable Federal laws, State and Tribal laws.


Duties and Responsibilities:


  • Work with Tribal Council to plan, implement and oversee activities, projects and/or programs that serve the needs of the general membership
  • Assist in the short- and long-range plans
  • Provide reports regularly to the Tribal Council concerning the status of all assignments and projects of the various programs and activities, assist in establishing program objectives and meeting deadlines, preparing resolutions, ordinances, contracts, budgets, reports and other support documents as needed.
  • Advise the Tribal Council and Personnel Committee regarding all staff hiring and firing decisions and exercise delegated authority to make those decisions where appropriate
  • Report directly to Tribal Council
  • Provide administrative and logistical support to the Tribal Council and it committees
  • Prepare agendas and staff Tribal Council meetings
  • Assist in the development of short- and long-range plans evaluation and development of Economic Development projects
  • Coordinates meetings with potential economic development opportunity partners
  • Includes staff in planning, decision making, facilitating and process improvement
  • Balance team and individual responsibilities; Exhibits objectivity and openness to others' views; gives and welcomes feedback
  • Contributes to building a positive team spirit, puts success of team above own interests, able to build and group commitments to goals and objectives, supports everyone's efforts to success
  • Provide administrative and logistical support to the Tribe's Election Committee in conducting tribal elections


Requirements:

Qualifications:


  • BA or BS degree in Business or Public Administration or related degree with three (3) years of verifiable successful work experience as an Administrator or in a position of equal level or responsibility within the last five (5) years; OR
  • A minimum of five (5) years in Administration and/or combination of education, training, and experience equal to five (5) years of successful Administration experience or in a position of equal responsibility
  • Experience in 638 funding, Tribal allocation both Federal and State Tribal Government funding
  • Knowledge and experience in audit preparation, IDC negotiations, financial management, government fund accounting and software, human resource/personnel/employee supervision
  • Ability to multi-task and have excellent management, planning, and organizational skills
  • Receive and properly carry out instructions; meet with Tribal members in a polite and businesslike manner; and establish and maintain effective working relationship with employees and Tribal Members
  • Must have excellent analytical, oral, and writing skills, and have working knowledge and understanding of current Tribal and Federal laws and regulations
  • Should be able to effectively make public presentations when required
  • Must have valid Driver's License and personal transportation, and be insurable to drive company vehicles
  • The Tribal Council may consider and waive certain qualifications based on an evaluation of experience of the individual applicant
  • Must be able to take direction from Tribal council and communicate those directions to staff
  • Proof of Certifications in specific areas
  • References must have current contact numbers
  • A background check will be done for the past 10 years
