Clinical Director

The Clinical Director is responsible for the overall performance of the Regional Crisis Center ensuring an effective and efficient operation.
ESSENTIAL QUALIFICATIONS:
Education: Master's degree in psychology, social work, closely related field preferred, or equivalent in work/experience.
Experience: Four years of relevant behavior health experience with at least 2 years at the department or program supervisor level.
Availability: Monday-Friday, 8 AM 5 PM, nights and weekends as needed with some on-call responsibilities per program needs.
Certifications: Certifiable as a Qualified Mental Health Professional; Must be an LPC/LMFT/LCSW in the state of Oregon. Must have a plan to become a board-approved supervisor if not one already.
Driver's License: Valid Oregon Driver's License to be insurable under agency's auto insurance policy.
Knowledge of:
Applicable laws, rules, regulations, best practices and standards of assigned area; developmental issues of children, adolescents, and young adults; issues related to adjudicated and non-adjudicated youth with mental illness, substance abuse issues and their needs; issues related to youth in residential and/or day treatment programs.
Ability to:
Proficient in Microsoft Office Suite, ZOOM, ability to perform electronic data entry.
Ability to pass crisis intervention training which includes verbal and physical intervention principles.
Work effectively as a member of an integrated team.
Ability to supervise, monitor, train and evaluate staff.
Cultural sensitivity and experience working with people from diverse cultural backgrounds.
Communicate clearly and effectively, orally and in writing.
Sustain effective working relationships with diverse staff and business contacts.
Maintain confidentially.
Manage multiple priorities, working under pressure to meet deadlines.
Project professional demeanor and appearance in a business environment.
Follow established procedures and carry out oral and written instructions.

SPECIFIC DUTIES:
Internal Operations
- Ensures compliance with all agency and program operational policies.
- Assists in updating program procedural manual.
- Ensures facility maintenance.
- Oversees compliance with COA and licensing standards.
Personnel
- Is responsible for overseeing selection, hiring, orientation, training, supervision, evaluation, and disciplining of staff and volunteers.
- Initially responds to grievances/complaints.
- Ensures compliance with personnel policies.
- Ensures lines of communication are maintained between management and staff.
Program
- Implements program development and refinement procedures where appropriate.
- Promotes program effectiveness and efficiency.
- Promotes coordination with other Looking Glass programs and external resources.
- Manages documentation of appropriate client records and statistics.
- Provides support to clinicians to ensure appropriate clinical services.
- Ensures a responsive system for case intake, disposition and waiting list.
- Develops and implements evaluation procedures.
- Manages agenda's for staff and component meetings.
Community Relations
- Acts as a liaison between programs and community.
- May perform public speaking.
- Reviews and responds to complaints about program.
- May act as program's liaison with media with proper authorization.
- Hosts approved visitors to the program.
Fiscal
- Develops and monitors fiscal year program budget and actively involves supervisors and staff.
- Manages program compliance with fiscal policies.
- Ensures adequacy of internal fiscal controls.
- Utilizes non-cash community resources where appropriate.
Fund Development and Grants Management
- Stays abreast of funding opportunities.
- Assists in the development of grant applications and funding proposals.
- Monitors contract compliance.
- Completes and submits required reports in a timely manner.
- Participates in appropriate linkages with funding bodies, committees, etc.
- Develops new funding strategies/ideas where appropriate.
