GENERAL PURPOSE:

This position is responsible for a variety of professional and technical duties to establish Economic Growth within the City to promote business and economic development interest in connection with the City’s Comprehensive Master Plan.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
 

• Assists in preparation and updating of City’s comprehensive Plan.
• Provides master planning for future development to accommodate population growth and expansion, social requirements and quality of life.
• Participates in long-range planning and directs and coordinates the implementation of plans for developing and expanding facilities and services.
• Maintains effective public relationships and customer service with the general public, committees, county, state and city agencies, commissions and boards.
• Develops, plans, organizes and implements marketing strategies to promote the City of Belen as an ideal business industry location through presentations, correspondence and meeting with individual investors and business owners, organizations (public and private) and all economic development clients or prospects interested in the county.
• Creates and implements programs to retain, expand, attract, and grow compatible businesses and industries both independently and in collaboration with other economic development organizations and entities, County, Regional, and State departments, divisions, agencies utilities, and transportation services.
• Assists in obtaining, enhancing, preparing of presenting exhibits or other data to all social-economic levels and groups.
• Prepare and distribute accurate and informative written materials, letters, reports, memoranda, notices, media releases, brochures etc.  
• Complies and analyzes physical, social and economic statistical data on a continuing basis related to the community.
• Assists in public, sub-dividers, developers, executives and others, through office visits and telephone calls.
• Makes public presentations to community organizations.
• Prepares various reports and recommendations to the City Manager.
• Maintains files for permanent City records as necessary.
• Prepares departments Strategic and Tactical Work Plans.
• Develops, implements, and monitors projects and workflow methods. 
• Manage and provide fiscal oversight of the department’s budget.
• Develop, update, and amend ordinances that affect Economic Development. 
• Develops, negotiates and administers intergovernmental agreements with other governmental agencies. 
• Participates in economic development meetings and sits on committees as needed.  Must work closely with the City Manager to insure that all such duties comply with overall City Goals.
• Provide guidance to individuals and companies to establish, relocate or expand their businesses within the community.
• Other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES
 

• Knowledge of funding sources and their interests and limitations, and of real property resources and values;
• Knowledge of economy and economic potential of the City of Belen’s development goals and standards.
• Knowledge of land and building values, urban design, municipal finances, tax credit incentives and funding sources for economic development or redevelopment;
• Skills in establishing and maintaining effective working relationships with businesses, financial institutions, coworkers, department heads, officials, customers, regulatory agencies and the general public.
• Skills in negotiating or assisting in the negotiation between businesses, financial institutions and government agencies and perform cost/benefit analyses.
• Ability to expedite governmental processes and funding source consideration in support of new or expanded business ventures;
• Ability to establish and maintain effective work relations with entrepreneurs, financing sources, and county and other public agencies;
• Ability to effectively market the City of Belen to a regional, National, and international audience.
• Ability to plan, organizes, coordinate, implement, and promote economic development strategies, programs, major projects and related activities;
• Ability to build personal knowledge on local businesses and local economy, analyze and develop performance measures and monitor progress effectively.
