This role ensures the best functioning of all building systems, including electrical, HVAC, plumbing, and life safety systems. The Chief Engineer leads a team of engineers and maintenance staff, develops, and implements preventive maintenance programs, and ensures compliance with all safety and regulatory standards. This position requires strong leadership, technical ability, and the ability to manage multiple projects and priorities effectively. Responsible for all operational activities associated with Parkway's goal of creating value.


Areas of Responsibility General

  • Supervise and mentor engineering and maintenance staff, promoting a collaborative and efficient work environment.
  • Ensure the efficient operation, maintenance, and repair of all building systems, including electrical, HVAC, plumbing, and life safety systems.
  • Prepare operating and capital budgets as required. Includes managing and adhering to the approved budget, checking G/L monthly, and coding and approving invoices promptly.
  • Assists the PM team with monthly financial reporting to include variances, accruals, and funding. Research, compiles, and presents capital projects for short-term and long-term capital budgets.
  • Adhere to Parkway’s training programs to encourage personalized development opportunities for each engineer, enhancing their skills and career growth.
  • Provide advanced technical support and troubleshooting for complex building system issues. Stay up to date on the latest industry trends and technologies.
  • Develop and implement emergency response plans. Lead the response to building emergencies, ensuring the safety of occupants, and minimizing downtime.
  • Ensure all building operations follow safety regulations and building codes. Conduct regular inspections and audits to find and address potential safety hazards.
  • Plan, coordinate, and oversee engineering projects, ensuring they are completed on time, within budget, and to the required standards. Manage contractor and vendor relationships.

Focus Areas of Responsibility

  • Must remain current with the latest HVAC technology trends including green building and energy management tracking and solutions.
  • Complete knowledge and understanding of building automation systems.
  • Complete knowledge and understanding of electrical distribution systems.
  • Maintains Energy Star Portfolio for the building, and or Oversee Energy Star Portfolio is maintained.
  • Attend regular meetings as required by the Managing Director or Sr. Property Manager
  • Responds to emergency situations (fire, evacuation, equipment failure, etc.) and tenant concerns.
  • Must be available for “on-call” assistance and be available to work off hours when needed.
  • Coordinate and implement all emergency/hurricane preparedness for property. Implement a plan and personnel should it be required. Prepare daily reports during events. Update plan annually. This includes all equipment and supplies needed should there be a hurricane/emergency event.
  • Implements and administers inventory control programs/purchase parts and supplies.
  • Monitor daily work orders. Institute procedures to reduce reoccurring calls. Supervise call resolution and completion. Review monthly work order reporting with Management.
  • Perform regular and ongoing walk-throughs of the facility checking overall appearance, functionality, and maintenance is- sues.
  • Develop engineering structure and related areas of responsibility for the complete building management program.
  • Assist with tenant coordination to ensure new tenant build-out requirements are met regarding equipment specifications and operational performance, review plans for compliance with criteria, and make suggestions for changes.
  • Annually procure permits for all related building operations to include Fire/Life Safety, Grease Traps, Alarm systems, Flammable/ Combustible, and backflow preventers.
  • Run/maintain Fire/Life Safety equipment, in accordance with applicable code and document.
  • Ensures compliance with applicable codes, requisitions, government agencies, and company directives as relates to building operations. Other duties as assigned.
  • Meet with the Fire Marshal as needed and complete any requests or notices.
  • Load test generators annually and document on the activity log.
  • Coordinate annual building main switch gear electrical shutdown to include Clean& Torque, GFCI Calibration, automatic transfer switch calibrations and cleaning.
  • Complete knowledge and understanding of water treatment as it relates to building operations.
  • Manage periodic and routine maintenance on all facilities to include general repairs, painting, cleaning etc.
  • Complete repairs and maintenance items as needed. Keep logs as appropriate.
  • Recommends/implements improvements for preventive maintenance programs on an on-going basis and develop/maintain effective building-specific maintenance and safety procedure manuals.
  • Coordinate after-hours work with Management Office and Security to ensure access by vendors.
  • Assist Managing Director and Sr. Property Manager with tours for construction and VIPs.
  • Manages engineering staff, including hiring, training, and personnel development. Encourages advancement, growth, and comradery within the group.
  • Encourages participation in industry organizations, networking, and continued educational opportunities.
  • Ability to think analytically, define problems, collect data, establish facts, and draw valid conclusions.
  • Proactively monitor elevator maintenance and repair calls.
  • Develops specifications and assists in solicitation and administration of maintenance/repair service contracts.
  • Responsible for setting department deadlines and compliance.
  • Plans and monitors appropriate staffing levels including managing overtime.
  • Responsibilities may be added or deleted at any time at the sole discretion of Senior Management, as deemed necessary.


Requirements:
  • Ability to understand building and tenant architectural drawings.
  • Knowledge of all equipment types and ages.
  • Minimum of 10 years’ practical experience in commercial real estate engineering.
  • A Stationary Engineer License of 1st Grade or 2nd Grade is required. (Houston Texas Only)
  • Client service-oriented attitude.
  • Excellent verbal and written communication skills.
  • Strong organizational and prioritization skills.
  • Advanced computer skills.
  • Tenant construction and capital project experience.
  • The Chief Engineer is an extension of Parkway and is expected to behave professionally.
  • Aptitude for organization and managing a large staff working independently on many projects concurrently.
  • Understanding and applied experience in Building Operations.
  • Knowledge of Engineering within an Office Tower property.
  • Knowledge and Understanding of Budgetary responsibilities.
  • An understanding of all company policies and procedures.
