Job DescriptionJob DescriptionThis position serves as first line supervisor at the installation level with responsibility for developing management plans and directives for the operation and utilization of government owned or leased, or Public Private Venture (PPV) housing assets, and planning, scheduling, and coordinating all major activities for family, and/or bachelor housing projects and all associated facilities for the installation, and/or community housing referral program.

MAJOR DUTIES
Housing Management (75%)
Formulate local directives and instructions concerning housing to include assignments, terminations, inspections, maintenance, cleanliness, utility use, etc.

Participate in the development and implementation of long-range plans for the construction and renovation of housing assets. Particiapte in the design review for renovations, improvement projects and new construction. Conduct all required surveys, reviews, and inspections to determine future requirements. Studies include housing demands, turnover rates, and physical requirements. Review, analyzes, validates, and interprets current and projected housing requirements data for programming and justification for acquisition of revitalization, divestiture, and demolition of existing housing assets. Based on the results of surveys and inspections, advises on facility planning, design, and conformance with statutory, administrative, and funding limitations. Review work drawings and specifications, and determines appropriate methods of accomplishing identified work prior to award or start up. Ensures the contracted work is completed as required

Identifies problems and deficiencies. Recommends/implements appropriate corrective measures. On a daily basis, identifies, organizes, coordinates and monitors significant and routine maintenance for the facilities to improve living conditions of residents. Initiates action to ensure all facilities are properly maintained and cleaned in compliance with established standards. Responsible for inspection of equipment and facilities for hazardous conditions to prevent accidents and fires. Investigates and resolves a variety of resident concerns, complaints, and misconduct related to housing facilities, other residents and habitability conditions and recommends solutions to controversial situations. Recommends issuance of letters of caution/requirements and termination to the next level of supervision. Manage the housing referral program for optimum use of community housing assets. Investigate landlord/tenant complaints and allegations
of discrimination.

Acts as command and customer liaison to real estate agencies, landlords, community, schools, utilities, chamber of commerce, and local governments. Provides information and guidance of real estate laws, community requirements, community planning, and local services and amenities. Responsible for mediation and condition and sanitation inspections. Participates in and provides information for surveys and market analyses for varying purposes to include requirements and Basic Allowance for Housing (BAH) determination. Responsible for relocation assistance program. Develop and provide briefings and orientation for incoming residents, commands, and special groups authorized to utilize housing facilities. Function as liaison with community groups and private housing owners/managers to maximize private assets available to military. Develops and implements an overall activity plan, which includes procedures for housing assignment, eligibility, referral and related activities. Manages and update an effective resident relations and communications program to include front desk procedures, housing management, “Welcome Aboard” pamphlets, newsletters, advisory councils, suggestion boxes, and bulletin boards. Requests procurement and controls the issuance/replacement of custodial and room furnishings, office and miscellaneous equipment.
Provide input to financial management plans for housing. Oversight responsibility for buildings, furnishing, equipment and inventory management.

Coordinates with local police and fire protection authorities to promote adequate levels of service, safety, and security.
Coordinates operation, maintenance, and use of assets with other organizations.

Supervision (25%)
Employees supervised consist of 3-6 Housing Management Assistants (GS-1173-7) and 2-4 Housing Managers (GS-1173-9). Plans, prioritizes, schedules, and assigns work to the staff based on difficulty of work and capabilities and grade levels of staff.
Organizes, staffs, and monitors the work flow of subordinate personnel, providing technical and administrative supervision. Sets performance standards and evaluates performance; recommends awards, mentors, advises, and counsels staff on both work and administrative matters. Provides on-the-job training to new employees. Instructs employees in specific tasks and job techniques and provides written instructions, reference materials, and supplies. Reviews and recommends training.

Keeps in touch with status and progress of work, making adjustments to accommodate established priorities. Works with the supervisor to resolve problems that arise. Estimates and reports on expected time of completion of work and maintains records of work accomplishments and time expended.

Resolve simple, informal complaints of employees and refer others to the supervisor. Report to the supervisor on performance, progress and training needs of employees, and on behavior problems. Provide information to supervisor as requested concerning promotions, reassignments, and recognition of outstanding performance and personnel needs.

RequirementsFactor 1. Knowledge
Knowledge of agency management procedures and general business principles and practices related to the management of Government owned, leased, rented, or privately-owned housing facilities that are used under a variety of rental or leasing agreements.
Skill in formulating local occupancy directives, instructions, and brochures, conducting technical audits or studies; determining feasibility of repairs or improvements within the framework of established cost targets, and scheduling or coordinating repair, maintenance, or renovation activities as required.
Knowledge of organizational funding procedures and skill in the control of allotment obligations and expenditures to ensure that housing funding limitations are observed. This includes knowledge and experience in the preparation of short range planning documents containing requests and justification for funds, personnel, or materials required to accomplish major housing activities.

Factor 2. Supervisory Controls
Supervisor defines objectives, priorities, and deadlines, and assists employee in unusual situations lacking clear precedents. Employee plans and carries out assignments, resolving problems in compliance with established local instructions, agency policies, and normally accepted housing practices. Completed work is evaluated for technical soundness of conclusions and decision, and for conformance to policies and requirements. Methods and techniques used to accomplish assignments are not usually reviewed in details.

Factor 3. Guidelines
Employee is provided a variety of agency-wide regulations, standards, handbooks, and inspection or survey schedules and guides related to
the major housing activity areas. These guides are usually not directly applicable to specific work assignments or lack sufficient detail regarding such factory as maintenance, cost control, turnover rates, or other elements on which to base management decisions or actions.

Factor 4. Complexity
Assignments involve relatively independent performance of numerous standard housing management functions requiring different methods and techniques. Assigned tasks are conventional with clearly defined objectives. Generally work is prescribed in established schedules, procedures or plans. However, issues concerning compliance with established housing criteria may require research of case histories and program records, interviews with residents, and conduct of on-site inspections.
Work involves conditions and factors that must be identified and considered during completion of assigned tasks. For example, they type, age, size and location of housing facilities may often affect problems solving methods or techniques. Some assignments may require evaluation of drawings, plans, or work standards to ascertain nature, extent and acceptability of required maintenance or repair activities; or identification of organizational over-expenditures, duplications, or improper recordkeeping in order to develop recommendations for program improvements.

Factor 5. Scope and Effect
Purpose of work is to plan, schedule, coordinate, and/or monitor the operational management and efficient use of housing facilities and resources, analyze problem areas and recommend or implement corrective measures within the framework of housing program requirements.
The work, which involves treating a variety of occupancy related problems, formulating directives and evaluating the adequacy of services provided, affects the efficiency of housing program operations and living conditions of the people housed.

Factor 6. Personal Contacts
Personal contacts included a variety of management officials and representatives of public, private, and law enforcement agencies, housing committees, tenant action groups, contractor representatives, and officials of professional business organizations. On occasion, contacts are made with local groups and representatives of civic, welfare, or recreational organizations. The assignments or objectives dictate the frequency of personal contacts. They are held at the employee’s workplace or at the workplace, meeting halls, conference facilities, or other locations available to the purposes contacted.

Factor 7. Purpose of Contacts
Purpose is to influence or persuade agency housing specialists, and commanders to accept plans, schedules, technical or policy requirements, and methods that have elements of conflict to negotiate or mediate agreement among conflicting parties; to cooperate with and coordinate law enforcement efforts; or to justify the feasibility or validity of proposals concerning housing facilities or resources to DOD officials authorized to grant approvals. The persons or groups contacted may be skeptical or uncooperative, and such contacts may require skill in approach or methodology o obtain the desired effect.

Factor 8. Physical Demands
The work alternatives between sedentary work during which the employee may sit comfortably to do the work and work requiring some physical exertion such as long periods of standing, walking over rough, uneven, or rocky surfaces, some bending, crouching or reaching, carrying of light objects, and driving an automobile. Must be able to travel outside the area by public transportation for training and certification.

Factor 9. Work Environment
Office work involves normal risks or discomforts that require normal safety precautions typical of such places as offices, and meeting and training rooms. The office work area is usually adequately lighted, heated and ventilated. Work also involves moderate risks or discomforts that require safety precautions, e.g., exposure to bodily waste and unsanitary conditions. There is occasional exposure to dusty or dirty conditions while visiting housing units or facilities undergoing repair, maintenance, or renovation. Employees may be required to wear protective gear including hard hats, boots, and coveralls while visiting housing units or facilities undergoing inspection, repair, maintenance, or renovation

Other Work Requirements
1. This position requires incumbent to obtain and maintain a Secret security clearance.
2. This position requires the employee to occasionally travel away from the normal duty station.
3. This position requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
4. May be required to work overtime or comp time.
5. May be required to work other than normal duty hours, which may
include evenings, weekends, and /or holidays.
