Job Summary

The incumbent plans, directs and coordinates activities of the Parks Division for the City of Fountain. Coordinates activities and assignments with the other divisions of the City. Monitors performance of staff. Serves as liaison for the City for all events at the Parks. The incumbent is responsible for the administrative and professional work planning, organization and management of all City parks, open spaces, trails, fountains, splash pad and the grounds associated with City owned properties. The incumbent is responsible for ensuring safe, quality parks and facilities are made accessible to the general public. The incumbent has considerable responsibility in recommending and overseeing the upkeep, upgrade, construction and/or renovation of parks facilities, as needed. This position works with a high degree of independence and initiative, however, confers with the Parks and Recreation Manager on matters involving unusual administrative problems.


Duties and Responsibilities

  • Inspects parks and playgrounds for safety and upkeep; oversees park safety audits on all facilities including playgrounds, splash pads, fountains and playing fields.
  • Plans and schedules construction projects and capital improvements in consultations with the City Engineer, Director and other departments. Coordinates execution of projects with the Parks Team.
  • Directs and supervises the construction and maintenance of parks, public grounds and recreation facilities; assigns daily tasks.
  • Develops a progressive, preventive maintenance program to include weed control and mosquito abatement.
  • Assists in the preparation of the Park’s budget and monitors expenditure of funds to maintain the budget.
  • Determines the need for vehicles, equipment, and tools for the department; recommends purchase of vehicles and equipment; allocates and schedules equipment and vehicles for the department.
  • Plans and coordinates assistance to recreation programs and sports events.
  • Supervises, schedules, and evaluates all park maintenance staff.
  • Develops and implements a turf grass management program.
  • Schedules and plans annual maintenance calendars.
  • Schedules employee training and safety programs.
  • Establishes and maintains effective working relationships with citizens and co-workers.
  • Other duties and responsibilities as required.

Supervisor Duties

  • Supervision is exercised over three full-time labor and maintenance employees, two part-time labor and maintenance employees as well as seasonal labor and maintenance personnel.
  • Managing the workflow of their employees, creating team schedules and delegating tasks.
  • Assessing the work performance of their employees and identifying areas that need improvement.
  • Ensuring that department goals, deadlines and performance standards are met.
  • Training and onboarding new hires to make sure they understand their responsibilities.
  • Setting goals for workers and making sure they comply with the department’s mission and vision statement.
  • Reporting timesheets and performance records for HR, Finance, and senior management.

Work Environment

  • Duties are conducted predominately in an out-of-door environment which includes exposure to extreme heat and cold or wet/humid conditions. Subject to loud noise and vibration, and maybe conditions including fumes, odors, dust, mist, and gases on a limited daily basis.
  • Encounters mechanical hazards daily. Occasionally, may be subjected to electrical hazardous and burns as well as working at heights above ground level while exposed to out-of-door conditions.
  • On a moderate basis may encounter hazards which could cause burns, including toxic/caustic chemicals.
Requirements:

Qualifications

  • High School Diploma, GED, or equivalent combination of experience and education is required.
  • Two (2) years of experience and/or education in Landscaping, Turf Management, Horticulture, or related field required.
  • One (1) year of supervisory experience required.
  • Colorado Driver’s License, or the ability to obtain one within 90 days of hire, is required.
  • First Aid and CPR Certification, or the ability to obtain within 90 days of hire, is required.
  • Ability to obtain Qualified Colorado Supervisor Certification in Pest Control within 12 months of hire.
  • Ability to obtain Playground Inspection Certification within 12 months of hire.
  • Ability to obtain CPO Certification within 18 months of hire.
  • Knowledge of the principles and practices of parks and grounds maintenance programming development, and administration.
  • Considerable knowledge of parks and facilities development and maintenance for a public government agency or closely related knowledge.
  • Ability to obtain the following ICS Certifications: IS100 & 700

Required Capabilities

  • Demonstrated strong verbal and written communication skills, analytical skills, statistical and mathematical abilities and interpersonal skills. Ability to read and interpret documents such as safety rules, operating maintenance instructions and procedure manuals. Ability to write complex reports and distill information for many audiences.
  • This position requires close, distance and peripheral vision.
  • Ability to hear an average conversational voice in a quiet room, using one or both ears, at a distance of six (6) feet. Ability to hear sounds and signals indicating work and safety necessities.
  • This position requires standing, walking and sitting for periods of time. Utilization of hands and fingers to operate office computer keyboard and equipment required. Must be able to reach with hands and arms, and stoop, kneel or crouch if needed.
  • This position performs medium to heavy work that involves walking, standing, stooping, lifting, digging, pushing and raising objects and also involves exerting between 20 to 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.
  • This position requires effective proficiency in the use of computer software and applications, office equipment, and professional telephone use. The ability to adequately type quickly with few to no errors is also very important. This position will often require multi-tasking in the use of computer, phone, and office equipment while interacting with clients. Candidates for this position may be required to take and pass technology proficiency assessments prior to employment.
