Position Summary:

Reporting to the Assistant Vice Chancellor for Human Resources and Labor Relations, the System Director of Labor Relations serves as the Chief Negotiator and chief labor relations strategist for the Connecticut State Colleges & Universities System (CSCU System). The position provides strategic advice, guidance, direction, and representation to the CSCU System in connection with unclassified (faculty and non-teaching professionals) and classified employee labor relations including contract administration and collective bargaining negotiations.

The position develops and maintains extensive and productive relationships with Senior Leadership for the CSCU System, the Board of Regents, campus and institutional HR personnel/administrators, the finance and administration functions, the compliance functions, campus and institutional diversity and equity personnel/administrators, the Compliance Office, Office of the General Counsel, and campus and system office leadership, and all bargaining units.

The position has system wide responsibility, inclusive of all CSCU institutions under the jurisdiction of the Board of Regents, for negotiation and application/interpretation of all Labor Relations issues.

Example of Job Duties:

The following examples of duties illustrate the general range of tasks assigned to the position but are not intended to define the limits of required duties. Other essential duties may be assigned consistent with the general scope of the position.

  • Provides strategic direction and guidance in the delivery and administration of labor relations services to contribute to the effective utilization and management of the CSCU System across all universities, CT State, the system office and Charter Oak.
  • Serves as a lead negotiator, or in conjunction with Labor Counsel and outside counsel, in collective bargaining and the negotiation of labor contracts; develops and directs the research and support for contract administration and negotiations; supervises Labor Relations staff in gathering and analyzing data needed for negotiations with unclassified employee unions and for other labor relations functions; forms and trains negotiation teams on the bargaining process, develops and implements contract proposals at the bargaining table; directs the solicitation of changes and the recommendation of proposals regarding classified contracts in connection with Statewide contract negotiations.
  • Develops, recommends, and implements policies, procedures, and best practices in the effective management of labor and employee relations administration across the CSCU System; develops strategic initiatives to streamline and formalize the delivery of labor relations services.
  • Responsible for defending the assets and resources of all CSCU institutions in labor and employee matters and may serve as the primary advocate in all system-wide labor relations proceedings; responsible for directing and supervising the delivery of contract and grievance administration services with respect to unclassified and classified employee issues.
  • Provides strategic direction and oversight to Labor Relations staff in serving as the CSCU Chancellor’s designee for System Office classified grievances, in representing CSCU institutions at Step III classified grievance meetings; and in serving as CSCU Chancellor’s designee for unclassified grievances at the System level; supervises the Labor Relations staff in conducting grievance meetings, drafting responses and settlement agreements; establishes and maintains a system-wide grievance tracking database; works collaboratively with other HR employees on labor and employee relations matters.
  • Directs and assists in providing advice and guidance to campus HR business partners and system-wide executive leaders with respect to consistent approaches to employee grievances, and other workplace matters. Prepares communications to CSCU institutions; directs the gathering and compilation of information in response to requests from unions, the general public, the Office of State Labor Relations and the Department of Administrative Services.
  • Serves as Liaison with Office of Labor Relations, Department of Administrative Services, and other state agencies, as well as Office of the General Counsel and outside legal counsel, as appropriate, on questions related to labor relations compliance.
  • Under the supervision of the Assistant Vice Chancellor of Human Resources and with the advice and guidance of the CSCU Office of the General Counsel, is responsible for interpretation and application of CBA’s and final approval for Labor Relations settlements/MOA’s.
  • Ensures consistent application/interpretation of all CBAs across all locations within the CSCU System.
  • Oversees the development and implementation of future training for campus leaders as well as employees as it relates to contract implementation, arbitration, and prohibited practices matters.
  • Communicates and regularly interfaces with other HR staff in order to determine and implement best practices for the HR and LR areas.

Minimum Qualifications:

Bachelor’s degree in management, labor relations, or a related field, and a minimum of four (4) years of related experience in labor relations, investigations, human resources, or a related field; or a comparable combination of experience and training.

Incumbents are required to have demonstrated advanced knowledge and abilities in the following: 

  • Demonstrated ability to support the full range of labor relations administration and contract. negotiation functions in a complex, unionized, public sector employment environment.
  • Demonstrated ability to understand, interpret, apply, and advise on complex laws, regulations and collective bargaining agreements affecting human resource management, labor relations and related fields.
  • Knowledge of state and federal laws, statutes, regulations and guidelines.
  • General knowledge of employee classification and compensation.
  • General knowledge of human resource administration.
  • General knowledge of principles and practices of employee compensation and benefits.
  • Negotiating skills.
  • Skill in writing technical contract provisions.
  • Ability to interpret and apply statutes, contracts and regulations. 
  • Ability to prepare for and present cases at grievances or other administrative hearings and investigative ability.
  • Strong leadership and interpersonal skills with the ability to communicate effectively and efficiently and manage at all levels of the organizations and with staff on location and at remote locations.
  • Strong problem-solving skills and the ability to exercise sound judgment and discretion and make decisions based on accurate, well informed, and timely analyses.
  • Operates with the highest level of integrity and dependability with a strong sense of urgency and results orientation.
  • Strong strategic and analytical thinking skills. Ability to see long-term implications based on reasoned analysis.
  • Ability to work in conflict-based settings with a fair, balanced, and pragmatic approach.

Candidates must possess proven ability to effectively work with culturally, linguistically, and ethnically diverse faculty, staff, and students. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.).

Starting Salary:

Minimum Salary; $165,083 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits. The salary will be based on the selected candidate’s qualifications such as education and job-related experience, and internal equity.
