The City of Johnson City, Tennessee is accepting online applications for an Occupational Health & Safety Coordinator in the Risk Management Department. The employee performs difficult and complex administrative and technical work researching, planning, developing and implementing occupational health and safety plans, inspection programs, tracking programs and safety training programs; does related work as required. The work of this class involves planning, researching, developing, coordinating and implementing safety plans, inspection programs and safety training programs for the purposes of providing a safe and healthy working environment for employees, to ensure compliance with applicable governmental regulations and to minimize exposure of the public to unsafe conditions and practices. Work involves a large degree of responsibility with considerable independent judgment. The work is performed under the general direction of the Director of Risk Management.

Essential Functions:

  • Plans, implements, coordinates and assesses occupational health and safety programs for city departments. Oversees compliance with federal, state and local regulations, guidelines, and prudent practices related to employee safety and municipal liability;
  • Executes the City's Occupational Health and Safety Plan, overseeing these activities in all departments;
  • Performs Job Task, Hazard, and Root Cause investigations and analyses;
  • Serves as liaison with TOSHA representatives, performing TOSHA inspections and Rapid Response Investigation reports;
  • Develops and actively pursues an accident/incident prevention program for all departments/divisions including the school system and works in close collaboration with the safety committee to insure that appropriate policies and procedures are incorporated into city operational policies and are followed;
  • Develops, conducts and actively pursues safety training programs required by TOSHA regulations, as well as those identified by conducting hazard and needs assessments, and maintains records of training provided;
  • Inspects city work sites to detect unsafe or unhealthy working conditions and ensure compliance with OSHA, TOSHA, city safety guidelines, and other general industry and construction standards. Investigates accidents and analyzes accident data involving city employees and equipment to determine causes, corrective actions and the need for additional safety training. Confers with department heads concerning safety issues, accident rates and abuse of equipment and recommends measures to improve safety practices;
  • Completes and maintains appropriate TOSHA reports;
  • Directs activities for the City's train-the-trainer program and safety committee meetings;
  • Conducts safety training and procures services of expert trainers for specific, specialized topics
  • Develops and maintains a city-wide safety manual incorporating, by reference, plans developed at the departmental level for specific and unique risks. Coordinates safety program with departments and instructs employees in matters pertaining to safety regulations and care of equipment;
  • Assists department heads and departmental Health, Safety and Skills Training Specialists in development and enforcement of safety policies and procedures;
  • Provides technical assistance to staff regarding occupational health and safety issues;
  • Assists department heads and Director of Risk Management in enforcing safety policies and procedures and facilitates departmental efforts to continuously improve occupational health and safety performance;
  • Measures and evaluates effectiveness of the city's safety programs using established goals;
  • Develops and maintains up-to-date tracking/reporting systems for the recording of safety infractions and reporting remedial actions taken;
  • Compiles, analyzes and interprets statistical data related to occupational health, accidents, and injuries and prepares reports and plans for improvements;
  • Performs related tasks as required.

Required Knowledge, Skills and Abilities: Thorough knowledge of OSHA/TOSHA's General Industry and Construction occupational health and safety regulations; thorough knowledge of safety programs; thorough knowledge of loss prevention principles and practices; ability to develop and implement safety plan and programs and to coordinate and/or conduct safety training programs; ability to present facts and recommendations in oral and written form; ability to prioritize and balance multiple tasks; ability to take independent, immediate, forceful action to remedy unsafe work conditions or practices; working knowledge of building and life safety codes is desirable; proficiency in Microsoft Word, Power Point, and Excel; tact and courtesy; good judgment; accuracy; thoroughness and dependability. Manual dexterity to work efficiently on keyboard for data entry. Ability to speak clearly. Must hold a valid driver's license.

Acceptable Experience and Training: Graduation from an accredited college or university with a degree in occupational health and safety, risk management or related field and considerable experience in the occupational health and safety field; OSHA Authorized General Industry Trainer and OSHA Authorized Construction Trainer certifications desirable; minimum three to five year's work experience in similar position, or any equivalent combination of education, experience and training which provides the required knowledge, skills and abilities. Pre-employment physical, drug screening and background check required.
