POSITION: Building Commissioner

DEPARTMENT: Building Commission

WORK SCHEDULE: 8:00 a.m. - 4:30 p.m., M-F

SALARY: $2,700.50 Biweekly


Incumbent serves as Building Commissioner for the Building Commission, responsible for enforcing state and County codes regarding building construction and occupancy, and administering all department operations.


DUTIES:

Supervises and directs department personnel, including interviewing applicants, hiring, making work assignments, providing training and corrective instruction, evaluating performance, and taking appropriate personnel action as needed.

Processes applications for commercial and residential building and related permits, such as plumbing, heating and electrical, including reviewing construction blueprints/plans, inspecting or assigning inspection of sites before, during and/or after construction to determine compliance with applicable codes and standards, and issuing permits as appropriate.

Works cooperatively with the general public and assists state and other local officials as needed regarding building code enforcement.

Investigates complaints of alleged violations of various codes, including inspecting or assigning inspection of sites, coordinating with department personnel and owners/contractors, notifying violators, and discussing/negotiating resolution. Periodically initiates legal action for unresolved violations, such as halting construction, notifying legal counsel and/or testifying in court as required.

Administers department budget, including authorizing payroll and other expenditures, monitoring account balances, and ensuring cost-effective operations.

Periodically prepares/updates building/housing-related ordinances as needed, and periodically attends meetings and makes related policy recommendations.

Maintains current knowledge of applicable state and County codes by regularly reviewing/studying codes, standards and related revisions, and periodically attending seminars/meetings. Periodically gives speeches and/or makes presentations to various groups.

Prepares annual department budget, discussing with County Council as requested.

Performs related duties as assigned.


JOB REQUIREMENTS:

High school diploma or GED. Education and/or experience as a Building Inspector for a minimum of five years preferred, supervisory experience preferred, and certification as Building Inspector preferred.

Thorough knowledge of and ability to make practical application of state and local building codes, including Uniform Mechanical and Building Codes, CABO One- and Two-Family Dwelling Code, Model Energy Code, Indiana Handicapped Accessibility Code, BOCA Plumbing Code, and National Electrical Code.

Thorough knowledge of and ability to make practical application of County Unified Zoning Ordinance.

Ability to supervise and direct department personnel, including interviewing applicants, hiring, making work assignments, providing training and corrective instruction, evaluating performance, and taking appropriate personnel action as needed.

Working knowledge of county geography and ability to understand and interpret detailed prints, specifications and maps.

Ability to make simple arithmetic calculations and properly operate circuit testing and standard office equipment, including computer, printer, typewriter, copier, calculator, fax machine, telephone.

Ability to plan and layout work projects, and work alone and with others in team environment with minimum supervision.

Ability to prepare various documents and reports, and ensure maintenance of organized, current, accurate records.

Ability to effectively communicate orally and in writing with co-workers, other County departments, state officials, property owners/developers, contractors and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.

Ability to work on several tasks at the same time and complete assignments effectively amidst frequent distractions and interruptions.

Ability to occasionally provide expert testimony in legal proceedings as required.

Ability to occasionally work extended, weekend and/or evening hours, and occasionally travel out of town for meetings/seminars, sometimes overnight.

Possession of a valid driver's license and demonstrated safe driving record.


DIFFICULTY OF WORK:

Incumbent's duties are broad in scope with many variables and considerations, requiring professional expertise and independent judgement in interpreting and applying numerous state and local codes to varying situations.


RESPONSIBILITY:

Incumbent applies standard department policies and procedures to individual cases, with objectives and desired results clearly indicated. Incumbent receives general direction from Board of County Commissioners, with unprecedented situations discussed at incumbent's discretion. Work is periodically reviewed for soundness of judgement and compliance with legal requirements.


PERSONAL WORK RELATIONSHIPS:

Incumbent maintains frequent contact with co-workers, other County departments, contractors, property owners/developers, and the public for purposes of exchanging information, interpreting and explaining policies, procedures and codes, negotiating/resolving problems, supervising personnel, and coordinating department operations.

Reports directly to Board of County Commissioners.


PHYSICAL EFFORT AND WORK ENVIRONMENT:

Incumbent performs a majority of duties in an office environment involving sitting for long periods, sitting and walking at will, hearing communication, speaking clearly, close vision, and handling/ grasping/fingering objects. Incumbent regularly performs duties outdoors and in buildings under construction, which may involve standing/walking for long periods, walking on uneven terrain, lifting/carrying objects weighing less than 25 pounds, crouching/kneeling, reaching, bending, crawling in crawl spaces, climbing ladders, working in high places, and exposure to inclement weather, extreme temperatures, traffic, and normal hazards associated with construction sites. Safety precautions must be followed at all times to avoid injury to self or others. Incumbent occasionally works extended, weekend and/or evening hours and occasionally travels out of town for meetings/seminars, sometimes overnight.
