Axle is seeking a Project Manager to join our vibrant team at the National Institutes of Health (NIH) supporting the The Center for Information Technology (CIT) located in Bethesda, MD.

Overall Position Summary and Objectives

Provide project/program/portfolio management and reporting support under CIT's Business Transformation Office (BTO). This includes supporting the BTO's service functions of IT Governance, Portfolio Management and IT Acquisition Strategy and Planning (processes and deliverables). The work also includes business process reengineering and developing and maintaining portfolio level reporting on CIT's projects/initiatives and operational performance.


Deliverables:

  1. IT Governance Deliverables: IT Governance framework, processes, templates, reports, dashboards and business cases, presentations to Senior Management
  2. Project Management Deliverables: templates based on best practices, project plans, schedules, budget analysis, etc.
  3. IT Portfolio Management Deliverables: IT Portfolio Management Framework based on best practices, processes, reports, dashboards, cost analyses, presentations to Senior Management
  4. Support the pilot of a PPM tool for project/program/portfolio management of CIT initiatives
  5. Business Process Reengineering: As-Is/ To-Be assessments, Gap Analyses, S.W.O.T. Analyses, Analysis of Alternatives, process mapping, building tools and SharePoint sites in support of IT management

Work Details:

  • Support the development of governance processes to guide the submission of new project investment ideas, assess available funding from various funding sources, assess alignment to organizational strategy and goals and standardize reporting back to the executive sponsors 1
  • Support the development of project program portfolio management processes to guide the execution of projects, identify potential cost savings, enable capacity planning and provide portfolio level reporting to CITs Portfolio Review Team 2
  • Evaluate project cost and performance against metrics and report status and recommend corrective actions to project owners 3
  • Review, evaluate and provide recommendations for improvement of enterprise resource planning and annual budget formulation 4
  • Provide project management expertise to ensure accurate and consistent project monitoring and tracking to inform project owner decision making 5
  • Develops project management documentation.
  • Conduct staff interviews and discussions to determine the scope, purpose and objectives of project
  • Prepare project documentation to include charter, schedule, resource plans and budgets
  • Creates project in designated project management software and ensure all necessary staff have access
  • Recommend and support routine project management meetings, updates and prepare a variety of status reports and dashboards
  • Assist staff coordinate project management activities, to include routine meetings and development of reports
  • Monitors and reports progress to project owners.
  • Conduct project-related activities, including developing needed materials, power-point presentations, arranging discussions, and facilitating interactions
  • Coordinate, track and complete action items and report progress to project owners
  • Support internal resources plan and implement activities in support of project in accordance with project priorities and schedule
  • Prepare project dashboards and summaries, milestone status and updates to work breakdown structure as necessary
  • Track project expenditures against approved project budget and report risks to project owners
  • Conducts project analysis and reports to upper management.
  • Prepare progress reports, summaries, descriptions, and other materials to communicate with internal and external stakeholders
  • Develop summaries of project status and performance for review with upper management
  • Measure project performance using designated systems, tools and techniques and report findings to upper management
  • Create and maintain comprehensive project documentation library using designated applications and tools
  • Present project updates and status reports at recurrent staff and management meetings
  • Develops and tracks project budgets.
  • Assist project owners conduct enterprise resource planning and assist with annual budget formulation
  • Assist project owners manage financial aspects of project to include monitoring budget, projecting future spending and completing appropriate financial requests and accounting documentation
  • Establish project metrics to measure and evaluate project cost and performance
  • Researches project management best practices and new industry standards.
  • Research new trends in project management and related project management software and applications to improve project management efficiency
  • Coordinate with other project managers to identify and share project best practices and common approaches and reports to project owner
  • Provides subject matter expertise and support to other project managers.
  • Review other project management plans and recommend improvements
  • Provide expert review and recommendation regarding other project management plans
  • Provide researchers and non-project staff presentations on appropriate project management practices
  • Develops overarching program and project management standards to ensure consistency and quality.
  • Develop project management standard operating procedures SOPs based on analysis of all program and project requirements
  • Develop standardized project management templates, tools, resources, guides and training materials and coach project managers on their effective use
  • Establish standardized project tracking and review processes and workflows to include meeting formats, agendas and presentation approaches
  • Coordinate with other programs to share best practices and consolidate approaches to increase project management efficiency and effectiveness
  • Reviews and evaluates project management documentation.
  • Review, evaluate and provide recommendations for improvement of project requirements to include the scope, purpose and objectives
  • Review, evaluate and provide recommendations for improvement of project documentation to include charter, schedule, resource plans and budgets
  • Review, evaluate and provide recommendations for improvement of project management software and develop investment strategies
  • Review, evaluate and provide recommendations for improvement of routine project management meetings, updates and preparation of a variety of status reports and dashboards
  • Develop and implement project monitoring and evaluation best practices
  • Compare and evaluate project requirements to other projects and recommend changes and improvements to project owners to overcome redundancies, overlaps, or opportunities to coordinate
  • Provide project management expertise to ensure project owners submit the highest quality project documentation and plans
  • Reviews and evaluates progress to project owners.
  • Evaluate project-related activities and documentation and make corrections and improvements
  • Review, evaluate and provide recommendations for improvement of project tracking and progress reporting
  • Review, evaluate and provide recommendations for improvement of project scheduling practices
  • Review, evaluate and provide recommendations for improvement of project dashboards and summaries, milestone status and updates and work breakdown structures
  • Review, evaluate and provide recommendations for improvement of project expenditure tracking against approved project budget and implementing corrective actions to mitigate risks
  • Conduct analysis of project activities and performance and report findings to project owners and recommend corrective actions
  • Provide project management expertise monitoring and tracking multiple ongoing projects and provide critical insights to project owners
  • Reviews and evaluates project budgets.
  • Evaluate and implement improvements to processes for establishing project budgets and predicting future spending
  • Review and assess allocations and expenditures within budget system for accuracy and completeness
  • Acts as a liaison with other agencies and organizations when necessary for project completion.
  • Build and support effective communication strategies for the Division and public presentations of the program and its constituent activities
