Prog. Mgr-School Based Services for Medicaid

HCH Enterprises, LLC is seeking a Program Manager-School Based Services for Medicaid. This is a full-time position with HCH Enterprises, LLC and a contract position with the state of Rhode Island.
The Program Manager position is vacant and will be filled by an individual with the requisite skills and experience. The individual will hold at least a Bachelor’s degree in a related field with 3-5 years of experience in project management and/or public administration and candidates with experience working with schools or Medicaid programs being preferred. The Program Manager will be responsible for coordination of grant related activities and serve as the point of contact for state agency staff working on school-based services, the consultants brought on to support this work under the grant, and LEAs that are interested in participating or are already participating in the School Based Medicaid Program.
As noted, the Program Manager reports directly to the Program Director. The Program Manager will:
- Serve as the SBS subject matter expert for internal and external stakeholders.
- Ensure alignment with CMS guidance for SBS direct services and administrative claiming in the design of implementing SBS beyond an IEP and in the related supporting materials.
- Provide project management for key tasks and objectives in implementing SBS beyond an IEP.
- Work with Project Director to provide oversight and coordination of consultants working on SBS.
- Coordinate EOHHS and RIDE to track grant related activities, processes, and outcomes.
- Coordinate stakeholder activities in keeping with the stakeholder plan developed by EOHHS and RIDE.
- Support activities related to the needs assessment, including, but not limited to the RFP, stakeholder feedback, and data analysis.
- Coordinate the education and training of LEA personnel for billing and RMTS participation as well as any necessary technical assistance.
- Provide information to all interested LEAs regarding the School-Based Medicaid program. This information shall (1) include an overview of the specific requirements that the LEAs must comply with in order to receive RI Medicaid reimbursement for qualifying covered services provided by the LEAs to eligible children, (2) involve meeting with interested LEAs as well as distributing written educational materials.
Projected start date is 9/23/24. Estimated length of contract is three years. This is an onsite position in Cranston, RI for the first six months. Position will then be hybrid and require onsite availability. Candidate must be able to meet this requirement. Annual compensation range is $121k-$132k.
