Position: Public Health Emergency Preparedness (PHEP) Regional Coordinator

Position Status: Full-time

Salary Range: Pay grade starts at $19.08/hour. Salary will be reflective of education, credentials, and experience.


Scope: This position serves as the Southeast Regional Public Health Coordinator (SERPHC) for public health emergency readiness. Responsibility to build relationships with all Public Health County Emergency Response Coordinators and Health Commissioners as well as other emergency readiness and response partners. Provides training and technical assistance, guidance on planning and preparing for emergencies and other large community events. Acts as a liaison between the Southeast Region and the Ohio Department of Health (ODH). Serves as a communication hub/coordinator among counties and the state. Facilitates exercises and drills within the region to practice plans and maintain the ability to respond in an emergency.


Essential Duties (including, but not limited to):


  • Responsible for the management and completion of all required deliverables and reports for the Southeast Ohio Regional Public Health Grant. Managing funding and purchases as needed.
  • As the Southeast Regional PHEP Coordinator, collaborate with Morgan, Muskingum, Perry, Monroe, Guernsey, Coshocton, Noble, Belmont, Washington, Jefferson, and Harrison Counties to provide support and technical assistance.
  • As a resource to the Southeast Region, provide technical assistance, drills and training related to communication within the region.
  • Coordinate regional planning with public health agencies, EMA, Healthcare Coalitions, and other partners in Southeast Ohio.
  • Coordinate and participate in regional exercises and drills, as well as real life events.
  • Participate at the state level in regional preparedness meetings, activities, and incidents.
  • Acquire and maintain proficiency in computer programs (Microsoft Office, Adobe Reder/Adobe Acrobat, and Virtual Meeting Platforms) needed to complete deliverables and to support preparedness, response, and recovery efforts within the region.
  • Be knowledgeable in applicable guidance documents, including but not limited to the Public Health Emergency Preparedness and Response Capabilities: National Standards for State, Local, Tribal and Territorial Public Health- October 2018; Updated January 2019, the National Response Framework, Comprehensive Preparedness Guide 101, Continuity Guidance Circulares, the National Health Security Strategy. Updated Preparedness and Response Framework for Influenza Pandemics, and this Solicitation.
  • Attend and actively participate in Southeast/Southeast Central Healthcare Coalition and essential activities include:

  • Will be required to report to the Department Operations Center (DOC) in the event of a public health emergency.
  • Additional duties as assigned and requested.



Minimum Qualifications: An appropriate combination of education, training, course work, and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is:

  • Bachelor’s degree in public health, School/Community Health Education, Education, Communications, Environmental Health, Nursing, or other public health related field
  • Preferred experience, training, and abilities in the following areas: grant/program management, preparing presentations, public speaking, group facilitation, community engagement, and partnership building.
  • The successful candidate will need to be highly detail oriented, organized, and dependable with demonstrated proficiency in computer, communication, and multi-tasking skills.
  • Valid Ohio Driver’s License, proof of insurance, and access to reliable transportation required.
  • Non-tobacco user
