Join our team as a Purchasing Specialist and play a key role in ensuring the efficient flow of purchasing goods and services. Maintain our centralized ordering procedures, prepare best value quotes, as well as process requisitions and purchase orders. You'll work closely with staff to meet their purchasing needs while adhering to state bid laws and grant requirements. You will also assist with updating the ETCOG procurement services policies and procedures manual and assist staff with procurement training.

In addition, you'll assist with formal competitive bids and contract renewals, conducting research and providing valuable insights to ensure compliance with federal and state statutes. You'll also contribute to special projects and support the cooperative purchasing program, making a significant impact across multiple departments. Education & Experience Requirements: High school diploma or equivalent required; college degree with coursework in business management, public administration, or purchasing preferred; purchasing certification a plus. Minimum of 2 to 3 years of experience in purchasing as an agent or buyer; equivalent combinations of education and experience will be considered.

East Texas Council of Governments is a voluntary association of counties, cities, school districts and special districts within the fourteen-county East Texas region. We assist local governments in planning for common needs, cooperating for mutual benefit and coordinating for sound regional development. Either directly, or through our contractors, ETCOG provides programs and services for East Texas seniors, employers and job seekers. We also build the 9-1-1 emergency call delivery system, provide peace officer training and homeland security planning services; and deliver rural transportation services, business finance programs, grant writing services and environmental grant funding for the region.
