POSITION TITLE: Project Controls Analyst


REPORTS TO: Director of Business Administration


POSITION SUMMARY:

Assist Project Controls/Accounting personnel, maintaining continuous evaluation of schedule criticality and project status (including forecasting and costs). Advise Project Managers of criticality and status together with conclusions and recommendations to prevent and, if necessary, resolve issues for all projects. Integrate construction office management systems (i.e. project management, estimating, planning, scheduling, subcontracts, cost) into one inter-related function.


ESSENTIAL FUNCTIONS:
  1. Utilize and improve the Nooter Management System (NMS) for effective and efficient fulfillment of requirements from customers, regulators and NCC values, policies, objectives and targets.
  2. Incorporate positive interpersonal skills when communicating or interacting with customer, subcontractor, vendor, craft and NCC personnel.
  3. Employ organizational skills that effectively minimize obstacles that negatively impact the project. When obstacles arise, employ sound decision making/problem solving skills to resolve the issue.
  4. Assist project managers and contracting engineers in preparing scheduled data for proposal or contract negotiations.
  5. Assist in the development of Standard Project Control Policies and Procedures Manual.
  6. Oversee project controls, standards and procedures, monitor compliance and initiate corrective measures as necessary.
  7. Ensure all project cost (data collection, field estimating, productivity analysis, budget forecasting) and scheduling (schedule development, updates, progress reporting and problem analysis) activities comply with company and client requirements.
  8. Assist with developing, updating, and auditing billing rates.
  9. Accumulate, analyze and furnish historical data to validate estimating function.
  10. Ensure performance, schedule, and cost guidelines are reviewed with project staff.
  11. Travel outside the local area, by air and car, when required to maintain position's essential functions.

Marginal Functions

  1. Perform additional assignments per the direction of the Director of Business Administration and Director of Operations.

POSITION QUALIFICATION REQUIREMENTS

Knowledge:


Bachelor of Science degree in Accounting, Construction Management or equivalent combinations of training and/or related experience required.


Experience:


An understanding of purchasing principles, the construction industry and related trends is required. In-depth knowledge of project controls; project planning, scheduling, forecasting, and cost tracking systems; computer hardware and software, is a necessity.


Skills:


Computer hardware and software, including: Microsoft Office (Windows, Excel, Word, Access and PowerPoint); scheduling software: (Primavera); cost tracking software (ViewPoint); Ability to learn other software, if required, with company-provided training.
