Summary of Program and Position:

The Hana Like Home Visitor Program “works together” with families to provide supportive coaching, role modeling and teach strategies/materials that enhance the parent/caregiver’s ability to provide a safe, healthy, nurturing environment for their children. Mothers, fathers and other caregivers on Oahu are encouraged to participate.

The Child Development Specialist provides home visiting support services for families with developmental and/or parent-child interaction concerns. These support services promote healthy and positive child development, positive parent-child interaction, enhance parenting skills, and encourage linkages to community resources, to improve maternal child health and child health and safety. This position communicates frequently with community partners, home visitors and families. This position is under the direct supervision of the Program Supervisor.

Essential Duties:

1. Reviews, interprets, and monitors family interaction data and child development data where there are or may be developmental or parent- child interaction concerns, and makes recommendations for intervention. Includes review of EID referrals to screen for children who may be at risk for developmental delays and may attend initial home visit to assess children and/or family needs.
2. Refers children with developmental concerns to Early Intervention Referral Line; follows up with Early Intervention (EI) provider to obtain information about the MDE to ensure eligible children receive appropriate services. Monitors development of children with developmental concerns and performs care coordination functions as appropriate. Ensures the timely completion of the Individualized Developmental Support Plan (IDSP) and/or participates in the development of the Individualized Family Support Plan (IFSP) for assigned families.
3. Conducts evidenced-based home visiting services to at risk families prenatally or with young children, ages 0-3in a manner consistent with the standards and guidelines established by funders, state law, and policies and procedures of the agency and in a manner that will improve the self-confidence of parents. Uses appropriate and relevant curriculum to promote positive parent and child interaction and parenting, increase child development knowledge, promote family’s interaction with the community and improve health-seeking behaviors.
4. Administers developmental screens timely, both independently and in collaboration with Home Visitors, such as the ASQ, ASQ-SE, HOME Inventory, and NCAST Teaching Scale, as well as those screens required by the MIECHV project such as screening for prenatal care, tobacco use, postpartum care, and breast-feeding.
5. In partnership with the family develops a meaningful Family Goal Plan (FGP) that addresses risk factors and maternal child health and safety. Provides linkage to community resources and follow-up with support services as needed, teaching families to identify and access resources throughout the process.
6. Maintains required documentation, charting, and paperwork including documentation into the eHana database, and monitors development of children with developmental concerns. 7
7. Assumes the responsibilities of a Home Visitor according to program needs, carries a partial caseload, and fulfills that function according to the Home Visitor job description. Conducts creative outreach activities designed to engage hard-to-reach families in a consistent, yet respectful manner.

Minimum Qualifications:

1. Bachelor’s Degree in Early Childhood Education, Human Development, Family Resources, or another related Human Services field, required.

2. One-year experience in child development (e.g., Pre- school screener for developmental delays, Skills Trainer, Special needs child caregiver) required.

Other:

  1. Possesses and maintains a valid driver’s license and daily access to an automobile.
  2. Possesses and maintains proof of no-fault insurance.
  3. Can obtain an acceptable criminal background check upon hire, one year later, and annually thereafter.
  4. Can obtain an acceptable CWS background check. upon hire, one year later, and annually thereafter.
  5. Can obtain an acceptable National Sex Offender Registry Check upon hire, one year later, and annually thereafter.
