PROJECT MANAGER-TRANSPORTATION/TRANSIT SECURITY & SAFETY


BASIC FUNCTION AND SCOPE OF RESPONSIBILITIES


Unison Systems is looking for a Project Manager with experience in Transportation/Transit Security & Safety to develop, initiate, plan, execute, control and close out projects and scopes of service involving Safety and Security Certification, Safety Risk Management, Regulatory Compliance, and Safety Policy and Program Development for transportation and transit or rail-specific projects. This person may manage staff or work with other staff from multiple orgs and/or business units to deliver a project's scope of service. They will also market and develop business in accordance with the goals of the business plan for the assigned org and/or business unit.


This is a full-time opportunity out of the mid-Atlantic and/or Southeast USA region.This job will be remote with some travel.Must have experience working as a consultant for a government agency before. Knowledge of OSHA, DHS, FTA, and ADA requirements is a plus but not necessary.Must be able to juggle multiple projects and meet deadlines.


PRINCIPAL RESPONSIBILITIES AND ESSENTIAL FUNCTIONS


Project Development


•Participate in the project pursuit decision (go/no-go).

•Develop and prepare proposals.

•Participate in presenting proposals to clients and other stakeholders.

•Participate in negotiating contract scopes and fees.

•Prepare contracts and related documents for clients, subconsultants, subcontractors, and vendors which conform with in-house counsel requirements.

•Recommend execution of contracts and related documents for clients, subconsultants, subcontractors and vendors.


Project Initiation and Planning


•Manage the project set-up process; including preparation of Work Breakdown Structures (WBS) for input into accounting system. This includes billing particulars and invoice requirements.

•Coordinate preparing file protocols and document control procedures.

•Prepare or assist in preparing Project Execution Plans (PEPs).

•Approve budget set ups and PEPs.


Project Execution


•Lead and participate in project kick-off meetings, as required.

•Plan, schedule, coordinate and oversee the work of assigned project staff in support of project execution.

•Assign tasks and coordinate work with entry-level analysts, analysts, engineers, consultants, administrative staff, and others who assist in specific assignments.

•Coordinate and manage the efforts of subconsultants, subcontractors and vendors.

•Prepare or assist in preparing project status reports.

• Maintain communication with internal/external stakeholders, focusing on clients’ project managers, in accordance with the PEPs.

•Prepare or assist in adjusting or modifying WBS.

•Coordinate and manage the Quality Assurance process in accordance with the Quality Management System.


Project Control


•Control project costs through preparing and maintaining cost management reports, earned value analysis (EVA) or other techniques, by reviewing project inquires and reports available from BST.

•Prepare or assist in preparing project schedules. Maintain or provide information for maintaining project schedules.

•Identify and control changes in scopes in accordance with the PEP.

•Identify and control risks in accordance with the PEP’s.

•Coordinate, manage and/or assist in project closeout activities.


Technical Skills


•Typical assignments include development of Safety and Security documentation and design, as either a standalone project or as part of a larger infrastructure project. Sample products include hazard analyses; threat and vulnerability assessments; risk assessments; security and design/specifications in conformance with Crime Prevention through Environment Design (CPTED) principles; emergency response plans; concept of operations plans; and Safety and Security Management Plans (SSMP) and other documents in compliance Federal Transit Administration (FTA) and other regulatory requirements.

•Independently evaluates, selects, and applies standard security, safety, cyber, or emergency management techniques, procedures, and criteria, using judgment in making minor adaptions and modifications.

•Collects data and gathers information or documents; performs computations or analysis; prepares checklists, reports, and visual aids.

•Assists or develops and leads assessments, workshops, and meeting activities.

•Prepares report, spreadsheets, presentations using MS Office (Excel, Word, PowerPoint).

•Ensures that production of specification reports and analyses meet scope, schedule, cost and quality requirements.

•Collaborates with senior managers to determine long-range plans and objectives.

•Represent respective projects at meetings and conferences.

•Marketing and business development through meetings with and presentations to potential clients.


EDUCATION AND LICENSING REQUIREMENTS


•Bachelor’s or master’s degree in engineering, equivalent degree, or equivalent experience in lieu of degree.

•PE, PMP, TSSP, CPP, PSP, or certification from a recognized safety, security, or emergency management organization is strongly suggested.


TRAINING, SKILLS, KNOWLEDGE AND/OR EXPERIENCE


•10+ years’ experience in security, public safety, emergency management, or transit design.

•Must have strong oral and written communication skills.

•Must be able to analyze and solve problems efficiently and effectively.

•Must be able to handle multiple projects simultaneously.

• Must possess knowledge of budget and earned value; have a strong understanding of scope, schedule, and budget.

•Maintains consistently good project performance including meeting financial targets for minimizing DSO and margin erosion.

•Membership in a professional practice organization, and/or member of a local program or committee.
