ICL is seeking a board-certified Child & Adolescent Psychiatrist to serve as Assistant Medical Director for Child & Adolescent Mental Health Services to provide care for children, adolescents, and adults in our Brooklyn-based Office of Mental Health licensed outpatient clinics and school-based clinics. Clinically, the individual will provide conduct comprehensive diagnostic psychiatric evaluations of children, adolescents, and adults; prescribe psychiatric medication and other treatment interventions; monitor medication side effects; participate in the interdisciplinary treatment team process and provide a range of psychiatric services in the treatment and rehabilitation of an assigned group of clients. Administratively, the individual will collaborate with ICL medical and program leadership to develop and expand child and adolescent mental health services across the agency.

ESSENTIAL JOB FUNCTIONS:CLINICAL RESPONSIBILITIES (32 hours per week)
1. Perform comprehensive, diagnostic psychiatric evaluations of children, adolescents, and adults in the following program: Highland Park Center, School Based Mental Health Clinics, Certified Community Behavioral Health Clinic (CCBHC), Child & Family Treatment & Support Services (CFTSS).
2. Meet with individuals and families (when applicable) to provide psychiatric medication management services.
3. Explain medication effects and side-effects to clients, family, and / or guardians.
4. Provide psychotherapy for a caseload of individuals (approximately 14 – 16 cases / 3-4 hours per week)
5. Obtain or review client’s and/or guardian’s signature on applicable consent to treatment forms.
6. Maintain documentation consistent with regulations set forth by agency policy and the Centers for Medicare & Medicaid
7. Participate in the development of the individual plan of service for each client, with special attention to psychiatric and medical aspects of the plan.
8. Review and approve treatment plans of clients who are in joint treatment with ICL psychotherapist.
9. Draft and approve treatment plans of clients enrolled in treatment with medication management only.

10. Perform family evaluation and therapy, individually or jointly with other members of the treatment team in accordance with the treatment plan.
11. Perform crisis intervention as needed.
12. Submit service activity logs, weekly and monthly schedule, time records etc. to Program Directors.
13. Provide after-hours back-up consultation to on-call clinicians on a rotating basis as needed.
14. Perform other clinic related duties as needed.

ADMINISTRATIVE RESPONSIBILITIES (8 hours per week):
1. Provide weekly individual clinical supervision to a cohort of Psychiatric Mental Health Nurse Practitioners.
2. Participate in weekly psychiatry management meetings on an as needed basis.
3. Participate in monthly Incident Review Committee Meetings.
4. Participate in monthly clinical case conferences to advise program staff on management of high-risk individuals.
5. Collaborate with agency medical leadership in the development and implementation of in-service educational programs related to child and adolescent mental health services.
6. Participate in monthly staff development and in-service education programs.
7. Provide consultation to program leadership on management of children and adolescents receiving ICL services on an as needed basis.
8. Collaborate with medical leadership in review of quality assurance audits, providing education to clinical staff based on audit findings.
9. Advise around agency policies and procedures related to child and adolescent mental health services on an as needed basis.
10. Participate in peer review process and in quality management activities.
11. Develop and implement training programs for clinic staff on an as needed basis.
12. Collaborate with medical leadership in recruitment of psychiatric providers.
13. Provide consultation to program leadership in the development and implementation of child & adolescent mental health services across the agency.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:

  • Two years of supervisory experience.
  • Ability to read, analyze, and interpret professional journals, regulatory and auditing agency regulations and standards
  • Ability to write clinical notes in compliance with all applicable standards and regulations
  • Basic computer skills including fluency in electronic medical record applications
  • Ability to communicate effectively with team members, other providers, community members, clients and their families
  • Ability to effectively respond to and manage psychiatric emergency situations
  • Knowledge of the agency's policies and procedures
  • Knowledge of cultural, ethnic, and linguistic needs of clients relating to cultural competence

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • License to practice medicine in New York State
  • Completion of a ACGME accredited residency program in general adult psychiatry and an ACGME accredited fellowship training program in Child & Adolescent Psychiatry
  • Board certification in General Psychiatry and Child & Adolescent Psychiatry by the American Board of Psychiatry and Neurology or by an equivalent non-U.S. board certification entity
  • Eligibility for full and unconditional participation in the Medicaid and Medicare programs.
  • Possession of current Controlled Substances Registration certificate from the United States Drug Enforcement Administration.
  • Ability to maintain professional licensure, registration and participation in the Medicaid and Medicare programs.
