Traffic Signal Engineer - Public Works

Reports to Traffic/Transportation Unit Manager

Type: Exempt

Job Description Summary

The purpose of this position is to support safe and efficient traffic operations and properly maintained transportation infrastructure in accordance with federal, state, and city standards. This position supports the City of Sandy Springs Traffic/Transportation Department to manage Traffic Signal Improvement Projects, conduct traffic signal analyses, and coordinate with the Traffic Management Center (TMC) to improve and optimize the City’s traffic management system.

The City’s Advanced Traffic Management System (ATMS) includes 132 traffic signals, 43 miles of aerial and underground communications fiber, 116 CCTV cameras, 72 Blue tooth travel time devices, 160 Glance devices, 27 vehicle approach warning flashers, 50 radar speed feedback signs, and associated devices.

Essential Functions

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

  • Review traffic control device and Intelligent Transportation System (ITS) plans for compliance with federal, state, and city standards and specifications.
  • Oversee and manage traffic control device improvement projects.
  • Prepare traffic signal plans.
  • Evaluate and develop traffic signal timing plans for new and existing signals and update traffic signal timing plans.
  • Conduct analysis and develop Synchro networks and undertake Synchro analysis for signalized intersections.
  • Review and develop traffic signal clearance intervals.
  • Document, manage, and administer traffic signal plans and permits.
  • Provide technical assistance to other city staff, capital project managers, and others.
  • Maintain a comprehensive, current knowledge of applicable policies, procedures, codes, regulations; conduct research and maintain an awareness of new issues, methods, equipment, trends and advances in the profession; and attend meetings, workshops, and training sessions as appropriate.
  • Research and prepare technical briefings, reports and correspondence.
  • Coordinate with other public works units, departments, outside agencies.
  • Review and prepare policies and procedures regarding traffic operations and traffic control devices.
  • Review and coordinate updates to the City’s ITS Master Plan with the TMC and transportation planning.
  • Receive, investigate, and respond to signal concerns and issues generated through citizens, staff, management, Mayor, and City Council.
  • Work in a fast-paced environment to complete a multitude of tasks.
  • Performs a variety of tasks and a wide degree of creativity and latitude is expected.

Additional Functions:

  • Performs other related duties as required.
  • Position requires rotational after hours on-call support and emergency operations support, including holidays and special events.

Minimum Qualifications

  • Bachelor's degree in civil or traffic engineering or a closely related field.
  • Four (4) years of experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required

  • Must possess and maintain a valid Georgia driver’s license.
  • Professional Engineer's license in Georgia.
  • Certifications in Professional Traffic Operations Engineer (PTOE) preferred.

Specific Knowledge, Skills, or Abilities:

  • Desired: IMSA Traffic Signal Construction Technician II or equivalent
  • Desired: Master’s degree in traffic or civil engineering.
  • Knowledgeable of traffic and transportation practices, including emergency operations, as necessary in the completion of daily responsibilities.
  • Municipal traffic-related experience.
  • Able to assemble information and make written reports and documents in a concise, clear and effective manner. Is able to use independent judgment as situations warrant.
  • Strong verbal and written communications skills as well as the ability to write reports with proper format, punctuation, spelling and grammar, using all parts of speech.
  • Ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.
  • Ability to read blueprints, surveys, and job specifications.
  • Strong inter-personal relationship skills with the ability to establish and maintain cooperative and effective working relationships with other employees, government officials, contractors, suppliers, and the public.
  • Understanding of traffic signals and adaptive traffic signals and has ability to explain the operations of signals to residents and non-traffic engineers.
  • Application of Manual of Uniform Traffic Devices (MUTCD), GDOT Signal and ITS Policy and Design Manuals, and Automated Traffic Signal Performance Measures (ATSPM).
  • Knowledge of a variety of office equipment and skill in personal computer operation, specifically, office-oriented applications and custom applications related to the management of traffic control systems (may include MS Excel, MS Word, Customer Service database).
  • National Incident Management System (NIMS) training.
  • Must pass post offer background check and drug screen.

ADA Compliance

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials up to 20 pounds. Tasks may involve extended periods of time at a keyboard or workstation.

Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

Schedule

  • Normal workday is 8:00 am to 5:00 pm Monday through Friday
  • Position requires Public Works on-call, after-hours, weekends, and holiday.
