NATURE OF WORK: The Agent/Investigator is responsible for regulatory enforcement and ensuring compliance with Tribal, State, and Federal law as well as the Tribal-State compact. This position investigates, monitors, audits, documents, and enforces compliance with applicable rules, regulations, and internal controls.

DUTIES AND RESPONSIBILITIES:

  • Monitor and observe all gaming operations to ensure and enforce compliance, honesty, and fairness with Tribal, State, and Federal law as well as the terms of the Tribal-State compact.
  • Plan, organize and conduct investigations for violations or crime reconstruction for the purpose of testimony and/or presentation, collection and preservation of evidence, covert and overt observations, seizure of items and testifying in court.
  • Detain persons involved in illegal acts until arrival of local or Tribal Law Enforcement authorities.
  • Respond to questions and assist with resolving patron complaints, grievances, or other incidents involving gaming or related matters; protects patrons, Tribal facilities and assets at all times.
  • Collect criminal and non-criminal intelligence information regarding the activity of individuals and other activity obtaining information from informants through appropriate recruitment, development, maintenance and control of other cooperating individuals.
  • Interview victims, witnesses, complainants and interrogate suspects as necessary.
  • Perform audits related to safety and compliance with applicable internal controls, policies, and procedures.
  • Prepare comprehensive reports documenting activities observed and actions taken.
  • Work cooperatively with law enforcement agencies and various local, state and federal government and non-government businesses in the exchange of information and the conduct of investigations.
  • Assist with examining, testing, and inspecting gaming equipment and monitor the storage, issuance, and destruction of gaming equipment and sensitive supplies.
  • Maintain knowledge of licensed games, cheating techniques, arbitration of disputes, defensive tactics, Tribal, Federal, and State criminal law, detention, arrest and transport
  • Write reports and other business correspondence; assist with updating policy and procedure manuals.
  • Plan, organize and conduct criminal and non-criminal investigations/interviews ensuring the proper collection of evidence, maintaining the proper evidence chain of custody, properly identifying and documenting the item of evidence, and the proper storage techniques of various items of evidence.
  • Interpret and apply applicable tribal, federal and state laws, rules and regulation concerning gaming and non-gaming activities. other duties as assigned.
  • Perform other duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of basic legal concepts and processes.
  • Knowledge of gambling violations, cheats, and scams.
  • Knowledge of all casino games and operations.
  • Ability to interpret and apply applicable tribal, federal and state laws, rules and regulation concerning gaming and non-gaming activities.
  • Knowledge of basic law enforcement principles, procedures, techniques, and equipment;
  • Knowledge of effective investigation principles, practices, and techniques.
  • Knowledge of basic human behavior and interpersonal relationships.
  • Knowledge of the use and operation related equipment such as the portable radio and handcuffs.
  • Knowledge of and the ability to use defensive tactics techniques.
  • Skill in the use of common office equipment such as a personal computer, fax, and multi­line phone.
  • Skill in basic business mathematics.
  • Ability to interpret and apply applicable tribal, federal and state laws, rules and regulation concerning gaming and non-gaming activities.
  • Ability to communicate effectively both orally and in writing.
  • Ability to maintain a high level of confidentiality. _
  • Ability to establish and maintain effective working relationships.
  • Ability to read, analyze, and interpret technical documents, including legal documents, business periodicals, professional journals, technical procedures, and government regulations.
  • Ability to write reports, business correspondence, news articles, and procedure manuals.
  • Ability to exercise sound judgment to recognize serious and/or emergency situations by evaluating them quickly and analyzing the options to take appropriate action, often in confrontational and/or hostile situations.
  • Ability to plan, organize and conduct criminal and non-criminal investigations/interviews including the proper collection of evidence, maintaining the proper evidence chain of custody, properly identifying and documenting the item of evidence, and the proper storage techniques of various items of evidence.
  • Ability to effectively work with individuals who may be upset, angry, frustrated and unruly.
  • Ability to work independently.
  • Ability to solve practical problems effectively.
  • Ability to interact with the public tactfully and effectively.

MINIMUM QUALIFICATIONS:

  • 3 years of Law Enforcement, Gaming Regulatory or casino Class III experience in one of the following department position(s): Dealer/Table Games, Security Department, Cage Department, or TLS/Slots. An associate's degree or higher in criminal justice will substitute year for year for experience.
  • Must have High School Diploma or GED equivalent
  • Must possess or have the ability to obtain a Nisqually Tribal Gaming License.
  • Must be able to tolerate working in a smoke filled environment.
  • Must have a valid Washington state driver`s license and be insurable under the Nisqually Indian Tribes insurance policy.
