JOB SUMMARY:

The Senior Program Manager will lead initiatives for the Defense Health Agency (DHA). The role involves managing extensive, geographically dispersed contracts that provide professional medical and support services. These services either supplement existing staff or deliver complete operational solutions in federal health facilities, supporting the DHA’s mission requirements.

POSITION QUALIFICATIONS:
 

  • Bachelor’s degree in a technical or managerial discipline
  • Six (6) or more years of experience related to acquisitions or business analysis and/or program/project management.
  • Minimum of three (3) years of experience supporting DHA Healthcare Staffing.
  • Excellent organizational, communication, and interpersonal skills.
  • Ability to work with minimal direction in a fast-paced environment.
  • Strong problem-solving skills.
  • Strong interpersonal skills with ability to interface at all levels.
  • Ability to multitask and prioritize.
  • Strong attention to detail.
  • Adaptable and high motivation for excellence

CORE DUTIES/ADDITIONAL SKILLS:

  • Develop comprehensive program plans that align with all contractual obligations.
  • Manage the program lifecycle from initiation to completion, overseeing scope, schedule, resources, quality (meeting Acceptable Quality Levels), and budget.
  • Act as the primary liaison between our company and DHA program officials.
  • Communicate regularly with all stakeholders, including teaming partners, to update on program status, identify potential risks, and note contract/task order changes.
  • Facilitate clear communication across program teams and stakeholders to ensure clear understanding of the project requirements, performance expectations, timelines, and deliverables.
  • Ensure compliance with all contractual regulations and standards.
  • Implement quality control processes to consistently exceed customer expectations.
  • Prepare and support US Government reviews and audits, as needed.
  • Proactively identify and mitigate risks, adjusting plans to manage challenges effectively throughout the program lifecycle.
  • Optimize resource allocation to achieve program objectives within budget constraints.
  • Lead and support the program team, providing necessary tools and guidance to ensure high performance.
  • Oversee subcontract negotiations, ensuring alignment with company policies and contractual guidelines.
  • Manage subcontractor relationships to guarantee timely and quality service delivery that meets all program standards.
  • Produce detailed reports and documentation that satisfy transparency and accountability requirements set by contracts.
  • Draft briefings and position papers covering program issues.
  • Maintain accurate, up-to-date, and secure program documentation. 


SPECIAL REQUIREMENTS/SKILLS
Must be comfortable in a fast-paced, dynamic environment.  Must possess strong leadership skills.  Must be able and willing to prioritize on short notice and work on multiple simultaneous projects.  Flexible and able to work with various personalities.  Teamwork skills required. Time management skills required. The ability to meet deadlines in a deadline intensive environment is essential. High level of adaptability and willingness to embrace change in a fast-paced, demanding environment.
