Major Duties:

  • Project Design and Planning: Prepare reports, designs, plans, and specifications for civil improvements on a variety of projects, including residential, commercial, and industrial developments.
  • Systems Development: Design, permit, inspect, and manage the development of water systems, septic systems, and storm management facilities.
  • Material Selection: Select, monitor, and inspect construction materials for projects.
  • Regulatory Approvals: Work with agencies, jurisdictions, and clients to obtain planning and building regulation approvals.
  • Professional Collaboration: Liaise with architects, structural engineers, and other professionals. Respond to inquiries from contractors, public agencies, officials, and the general public regarding policies, procedures, and practices.
  • Inspection and Monitoring: Monitor and inspect work undertaken by contractors.
  • Project Management: Administer and manage private and public works bid contracts and assist in solving field problems with Project and Construction Managers.
  • Technical Reporting: Prepare technical reports on various civil engineering disciplines.
  • Traffic Studies: Perform traffic studies to determine existing and projected levels of service (LOS) standards on roads and intersections for project development.


Requirements
  • Bachelor’s degree in engineering and two (2) years of Professional Engineer (PE) experience, including relevant project design and construction management; or an equivalent combination of education, experience, certifications, and training.
  • Skills in performing engineering computations and preparing engineering designs.
  • Experience sufficient to understand the work of subordinate positions to answer questions and resolve problems, typically associated with one to three years’ experience or service.
  • Possession of or ability to readily obtain a valid driver's license issued by the State of Washington.
  • Certification as a Professional Engineer or Engineer in Training or the ability to obtain Washington state registration within one year of hire and maintain it throughout employment.
  • Must be able to pass a federal background check and work on public works projects.

Preferred Skills:

  • Experience with computer-aided drafting programs (such as AutoCAD).
  • Knowledge and use of Washington State Energy Code compliance.
  • Proficiency with phone systems (e.g., Mitel) and Microsoft Suite.
  • Excellent analytical skills and attention to detail.
  • Strong communication and interpersonal skills.
  • Knowledge of state and federal regulations and standards for design, bidding, and construction.
  • Skills in analyzing, interpreting, and preparing reports.
  • Skills in oral and written communication.
  • Skill in exercising professional engineering judgment to achieve results consistent with objectives.
