The GHHI Mission
The Green & Healthy Homes Initiative (GHHI) is a 501(c)3 entity with the mission to address the social determinants of health, opportunity and equity through the creation of healthy, safe and energy efficient homes. By delivering a standard of excellence in its work, GHHI aims to eradicate the negative health impacts of unhealthy housing and unjust policies for children, seniors and families to ensure better health, economic and social outcomes in historically disinvested communities – with an emphasis on communities of color. GHHI supports housing, environmental health, and energy efficiency [BB1] services for families in communities around the country, as well as conducting direct services in Maryland. GHHI’s delivery model is based on its data-driven philosophy that public and private social investments are optimized and social program outcomes are maximized when the energy, health and safety needs of an occupied home are addressed comprehensively, efficiently, and simultaneously.

About the Thriving Communities Grantmaker Project (TCGM)
The Green & Healthy Homes Initiative is one of 11 organizations selected by the Environmental Protection Agency (EPA) to serve as an Environmental Justice Thriving Communities Grantmaker. GHHI received $50 million to provide subgrants to community-based nonprofits and other eligible subrecipients in EPA Region 3 for assessment, planning, and project development activities. Grantmakers will alleviate much of the burden that the federal grants process places on small, resource-constrained community-based organizations supporting underserved communities and marginalized populations. The 11 Grantmakers are a combination of community-based nonprofit organizations in potential partnerships with a federally recognized Tribal government or an institution of higher education. Grantmakers will design competitive application and submission processes, award environmental justice subgrants, implement a tracking and reporting system, provide resources and support to communities, all in collaboration with EPA’s Office of Environmental Justice and External Civil Rights.
Position Overview
The Director of Compliance and Grant Management will support the EPA Region 3 Thriving Communities Grantmaker (TCGM) project. Region 3 covers Delaware, Maryland, Pennsylvania, Virginia, West Virginia, Washington, D.C., and seven Tribal Nations. The TCGM Project, in collaboration with the EPA, will award $40 million in EPA funding, flowing from the Inflation Reduction Act, to fund eligible projects in historically disinvested communities throughout EPA’s Region 3. To further ensure equity and transparency, the Project includes a dedicated Advisory Board comprised of 10+ organizations which will provide outreach support, applicant engagement, and ensure equitable, transparent project implementation. To ensure subrecipients’ technical assistance needs are met, the Project will also include a dedicated team of technical assistance partners with subject matter expertise congruous to the projects selected to receive TCGM subgrants. Overall, as an integral part of the TCGM project team, the Compliance Officer will manage the grants review process in coordination with the grants management office, as well as manage and monitor grant reporting and compliance, grant activities, provide program support, and ensure requirements are met for federal EPA compliance. This position will report to the Senior Vice President, EPA Thriving Communities Grantmaker, Region 3 for the duration of the three-year project period.
Duties & Responsibilities
- Grants Review Processes:
- Manage review of subrecipient applications, working in coordination with reviewers and the grants management office
- Ensure benchmarks are met for subrecipient application review, and that all reviewers complete necessary materials and protocols
- Grant Compliance & Monitoring
- Ensure all grant activities, including those completed by subrecipients and subawardees are in compliance with EPA regulations
- Ensure Quality Assurance Project Plans are completed for all subrecipients and subawardees
- Support the creation of the Region 3 TCGM Project Quality Management Plan
- Ensure the TCGM Project is being implemented in accordance with the established Quality Management Plan
- Work with financial staff to ensure grant funds are spent in accordance with EPA guidelines
- Support the creation of any work products to support TCGM Project compliance
- Attend trainings and meetings with EPA and other grantmakers to ensure the TCGM Project is in compliance with existing and revised guidance
- Other
- Work closely and effectively with the Senior Vice President to ensure they are well informed of upcoming commitments and responsibilities, following up appropriately and prioritizing conflicting needs and deadlines.
- Handle matters expeditiously, proactively, and follow-through on projects to successful completion, often with deadline pressures.
- Maintain a positive working atmosphere to keep group efforts focused on the deliverables of the TCGM project. This also includes promoting appropriate work behaviors and attitudes and mutual respect with GHHI staff, grantees, partners, and more.
- All other activities as assigned to support the Senior Vice President and the execution of the TCGM Project.
Qualifications
- Experience in preparing, reviewing, and monitoring federal grants for compliance
- Experience with the procedures and protocols of managing a federal grant
- Bachelor’s Degree or equivalent experience in lieu of degree
- Demonstrated evidence of success working in a fast-paced environment
- Willingness to take on multiple tasks simultaneously and perform at a high level
- Excellent written and verbal communication skills; strong listening skills.
- Advanced knowledge in MS Office (Outlook, Word, Excel, PowerPoint), Google etc.
- Must possess strong work ethic and reputation for exhibiting teamwork in meeting job responsibilities and organizational goals
- Must possess a high degree of energy, professionalism, and confidentiality
- Highly organized, self-motivated with attention to detail
- Excellent communication and phone skills
- Must have a valid driver license and reliable transportation
- Ability to serve as travel staff in support of the TCGM Project
PHYSICAL REQUIREMENTS
- Ability to lift, bend, and stand/sit for long periods of time.
- Ability to lift and carry 20 to 50 pounds
