Quality Advisor


Reporting to the Director of Quality Improvement, the quality advisor collaborates with internal and external practitioners and staff to assess, plan, implement and improve services and support to targeted afterschool  programs in Palm Beach County (PBC). The advisor is trained on the PBC-PQA scoring process; reviews program quality data; and provides ongoing coaching and technical assistance as part of the Palm Beach County Quality Improvement System (QIS) . 

 

ESSENTIAL DUTIES AND RESPONSIBILITIES


Relationship Orientation / Coaching


  • Work with afterschool practitioners to promote understanding and appreciation of quality; employ skills and strategies that bring about continuous quality improvement;
  • Establish collaborative partnerships and relationships with internal staff and required stakeholders;
  • Identify solutions to meet continuous improvement needs;
  • Provide coaching, consultation and expertise to professionals in the afterschool field; offer recommendations to participating PBC quality support stakeholders;
  • Provide on-site consultation, technical assistance and reinforcement of youth development strategies;
  • Identify and share barriers to effective performance; incorporate feedback from team members, supervisor and others;
  • Develop jointly with afterschool site directors, a program improvement plan (IP) based on external data reports; maintain documentation of the program’s progress;
  • Foster an environment of trust, competence, teamwork, innovation and mutual respect;
  • Apply ongoing development and management of professional, agile and effective systems and processes;
  • Participate in meetings of afterschool staff which include administrators, directors, practitioners and staff; offer support to impart quality afterschool practices.


Assess and Improve


  • Review external data reports and draft letters of recommendation for program improvements; ensure program improvement tasks meet IP goals; support practitioners in their communication of goals to leadership;
  • Manage self-assessment processes for all programs entering QIS, including the delivery of self-assessment training and the facilitation of staff discussion regarding PBC-PQA scoring;


  • Gather data related to practitioners and systems of quality for use in special reports and research documents;
  • Engage assessment protocols and processes aligned with recognized quality standards for expanded learning;
  • Monitor and report on progress against plan for team goals; develop action plans as needed to address issues.

Qualifications

 

  • Proven skills, knowledge, and experience in positive youth development practices;
  • Proven ability to operate with flexibility to changing environments and to respond appropriately to opportunities and challenges;
  • Considerable ability to establish and maintain effective working relationships with varying levels of staff, external vendors, funders and other stakeholders;
  • Proficient use of technology;
  • Proficient ability to communicate information using the English language verbally and in writing to various audiences;
  • Demonstrated ability to coach, facilitate and train professionals;
  • Solve problems: assess situations, identify causes, gather, and process relevant information, offer solutions;
  • Knowledge of out-of-school time required;
  • Bachelor’s degree preferred; plus, one-year professional human/health services experience in programming, preferably in an elementary or middle school afterschool environment. Without a degree, must have seven years job-related experience. An equivalent combination of education and experience may substitute for the listed requirements.
