Job DescriptionJob DescriptionWe are seeking a skilled and experienced Oracle Programmer to join our IT team. Access the existing database schema, data structures, and stored procedures of the software. Analyze the data model, scripts, interfaces, and integration with other databases. Review the data backup/restore mechanism, access controls, encryption mechanism and auditing features.  They will collaborate with our development and infrastructure teams to support our critical business systems and applications.  This position is fully remote, but candidates must be on Eastern or Central time zones.

The objective is to perform discovery / assessment activities to understand the Account Management Agent (AMA). The AMA is a web application created in partnership with the United States Department of Agriculture’s Food and Nutrition Services (FNS) and the Federal Reserve Bank of Richmond (FRBR). The AMA system processes Federal funding allocations to the state governments to operate their Supplemental Nutrition Assistance Program (SNAP).

The AMA application is composed of:
∙ AMA.gov – provides functionality to perform comprehensive online tasks.
∙ Batch Web Console – inbound/outbound interface file administration and inquiry.
∙ Batch Processing – batch schedule operation and maintenance.
AMA is a web-based system built on the J2EE platform. It runs within a WebSphere 9.0 environment on the Unix Operating System. Data is stored in an Oracle 19c database running on the Unix Operating System. AMA uses multi factor authentication through CAIA Federation Service and user access is maintained by SailPoint Identity IQ.

Required Qualifications:
  • Minimum of 5 years of experience as an Oracle Programmer.
  • Experience installing, configuring, and maintaining Oracle databases.
  • Experience performing database and application server upgrades, patches, and migrations.
  • Ability to monitor and optimize database and server performance, including troubleshooting and resolving performance issues.
  • Ability to implement and maintain database security measures, including access controls, encryption, and data masking.
  • Ability to obtain a security clearance (FDA Public Trust)

Preferred Qualifications:
  • Strong proficiency in Oracle database administration, including Oracle RDBMS, RAC, and Data Guard.
  • Experience with WebLogic server administration, including installation, configuration, and troubleshooting.
  • Knowledge of SQL and PL/SQL programming languages.
  • Knowledge of Extract, Transformation and Load (ETL) and Data Transformation.
  • Familiarity with database and server monitoring tools.
  • Oracle certifications (e.g., Oracle Certified Professional) are a plus.
