The Conservation and Natural Resources Manager reports to the Directors of Parks and Open Space and is responsible for managing Brookline’s natural resources, and conservation lands and leads open space planning and preservation, land acquisition, wetlands regulation, environmental resource protection, stormwater management, climate resiliency, and environmental sustainability efforts for the Department of Public Works (DPW) as directed; all other related work as required.

Essential Functions:

  • Serves as principal staff member to the Brookline Conservation Commission (BCC). Oversees projects related to the Wetlands Protection Act and local bylaws.
  • Acts as an information resource for the public and Town Departments regarding the Wetlands Protection Act and local bylaws, natural resources, open space, conservation management and environmental issues; develops and distributes educational materials and event information, including updating the department’s website, and social media as needed.
  • Works with applicants to ensure their filings are complete and appropriate by conducting pre-filing meetings and site visits to assess project scope and any possible impacts on wetland resource areas.
  • Facilitates public meetings and hearings to ensure BCC is in compliance with all applicable public laws and regulations. Drafts Orders of Conditions for the Commissions’ review and approval. Performs regular site inspections to ensure projects are completed in compliance with the Order of Conditions; issues enforcement actions as needed.
  • Works with staff, the community, and relevant boards and commissions to resolve open space and environmental issues that impact the Town, and the greater regional area.;
  • Assists the Town in the identification, review, and acquisition of selected conservation lands, and the review, approval, and administration of Conservation Restrictions.
  • Leads the development and publication of the Town’s Open Space Plan; prepares progress reports and educational materials; prepares and updates maps and GIS data.
  • Performs research, analysis and prepares reports as directed on issues related to climate change, climate resiliency, natural resources, sustainability, and related Town-wide initiatives.
  • Implements programs to promote community outreach and cooperative efforts with various community organizations. Provides guidance to both new and developed friends’ groups; develops and manages educational and community programs and events in collaboration with Brookline Park Rangers and other stakeholders; develops and manages volunteer opportunities and activities.
  • Manages the Town's conservation lands, including the development of land management plans, invasive species mitigation, and wildlife management protocols. Oversees ongoing trail maintenance and may participate in and supervise seasonal work crews and volunteer work parties to maintain lands, trails, signage, etc.
  • Provides staff assistance to the Commissioner of Public Works, Boards and Commissions, and other departments as necessary by reviewing environmental and conservation impacts and associated regulations pertinent to select projects; Participates in site plan review; reviews applications, makes site visits, prepares recommendations, attends meetings, and monitors construction and other projects for compliance. Manages projects and contracts as directed.
  • Leads or serves on various committees or task forces as may be created to represent the BCC and the Department.
  • Provides staff assistance and liaises with other state, federal, and private environmental and natural resources agencies and organizations. Serves as the Town’s liaison on the FEMA Flood Maps and Insurance Program.
  • Prepares reports and oversees the maintenance of records, maps, and files.
  • Prepares and recommends the budget requests to the division head. Recommends expenditures in support of department operations. Administers approved funds consistent with town policies and procedures.
  • Researches and prepares grant applications; administers state and federal grants and meets reporting requirements.
  • Participates in professional development; keeps current on important regulatory and legal developments.
  • Represents the Commission and the Town at regional or statewide conferences; provides committee and community support.
  • Performs similar or related work as required, directed or as situation dictates.

Job Requirements

This position requires a Bachelor's Degree in natural sciences or related field; Master's degree preferred; and five years of experience in implementing, administering, and enforcing the Wetlands and Rivers Protection Acts; open space planning, climate mitigation initiatives, or any equivalent combination of education, training and experience. Supervisory experience desirable.

The job requires an individual with the following knowledge, abilities and skill:

Knowledge: Thorough knowledge of natural resources, environmental and wetlands management practices, polices, regulation and laws. Comprehensive understanding of the Wetlands Protection Act. Working knowledge of biology/natural sciences, wetland botany, hydrology, and land use law. Proficient in GIS and GPS.

Ability: Ability to establish and maintain effective and harmonious working relationships with town officials and departments, state agencies and the general public. Ability to analyze complex issues and to develop relevant and realistic plans, programs and recommendations. Ability to recognize town-wide and department-wide priorities and work cooperatively to support their accomplishment. Ability to conduct independent research and to analyze and interpret results. Ability to communicate effectively in written and oral form. Ability to use technology to assist with research and to obtain information. Ability to read and understand engineered drawings. Ability to conduct field visits in various weather conditions.

Skill: Skilled at interpreting, applying and explaining applicable laws, codes, regulations and guidelines. Skilled at preparing educational and informational materials, correspondence and other written materials. Skilled at dealing effectively with individuals and groups associated with workplace operations; skilled at giving effective oral presentations to large and small groups. Skilled at using initiative and independent judgment within established procedural guidelines. Computer proficiency using Windows based software including Excel, PowerPoint, etc.

Compensation & Benefits
