Job DescriptionJob DescriptionThe Middlesex Sheriff’s Office (MSO) is seeking a qualified professional for the position of Investigator in the Internal Investigations Unit (IIU) at the Middlesex Jail & House of Correction located in Billerica, MA.  The hours of work for this position are 6:00AM to 6:00PM flex with Saturday/Sunday off.  The position requires the ability to work a flexible schedule, including nights, weekends, holidays, on various shifts, in any MSO facility and based on the needs of the IIU and the MSO.  This is an exempt, full time, at-will employment position.

Responsibilities include but are not limited to: 
 
  • Conducting internal investigations pertaining to allegations and reports regarding staff misconduct at the direction of the IIU Director or designee.
 
  • Conducting a variety of internal affairs investigations in the correctional facility or other MSO offices that may involve violations of MSO policy and procedure, regulations, or violations of law.  This includes, but is not limited to: citizen complaints, inmate/detainee grievances and other confidential matters.
 
  • Utilizing independent judgement to determine whether there is an administrative violation through the systematic search for evidence through physical evidence, interviewing, and the use of other sources of information. 
 
  • Interviewing complainants, including staff, inmates/detainees, reporting parties, witnesses, civilians, subjects and others, to obtain information relevant to the investigation.
 
  • Searching for evidence in a systematic manner using investigative methods and techniques.  May coordinate investigations with federal, state, and/or local law enforcement agencies when directed. 
 
  • Preparing and maintaining complete records of the history of each case being investigated, preparing comprehensive documentation for the MSO. 
 
  • Presenting evidence and investigative findings during disciplinary hearings, arbitrations, unemployment hearings, and court hearings and trials related to employee misconduct and violations of law. 
 
  • Investigating sexual assault and sexual harassment allegations concerning inmates/detainees in accordance with Prison Rape Elimination Act (PREA) standards. 
 
  • Conducting thorough, unbiased and timely investigations under the supervision of the IIU Director, according to department policies, applicable laws, and procedural requirements. 
 
  • Drafting detailed confidential reports. 
 
  • Maintaining confidentiality of employee and inmate personnel information and must not disclose/discuss any confidential information the investigator is made aware of during the course of their duties. 
 
  • Performing other work as required by the IIU Director or designee.

Working Conditions: As part of a team environment, the individual selected for the position of Investigator will report directly to the IIU Director or designee.  The position also requires:
 
  • Direct contact with inmates/detainees in a secure correctional setting.
  • Ability to work in any MSO facility and on various shifts as necessary for the IIU’s needs.
  • Standing and walking for prolonged periods of time.
  • Possible exposure to adverse weather conditions. 

This position may encounter verbal and physical abuse from offenders while working in a correctional facility and will be required to interact with people who are under physical and/or emotional stress.

Qualifications:

The individual selected for the position of Investigator is required to possess strong knowledge of:
 
  • Investigative methods and interview techniques.
  • Civil rights, general criminal law and law enforcement.
  • Rules of evidence and other standards governing the use of evidence in both the criminal justice and administrative hearings.
  • Union collective bargaining agreements and personnel directives.
  • Gathering evidence from a variety of sources, to organize and analyze the evidence, and to draw conclusions from it.

Additional Qualifications:

The individual selected for the position of Investigator is required to have an Associates’ Degree.  Bachelor’s degree preferred. The individual is also required to have:
 
  • Five (5) years of experience with three (3) of investigative experience in a correctional facility, other law enforcement agency, or as an attorney.
  • Strong investigative, analytical, interpersonal, organizational, written and verbal communication skills.

The individual selected must be able to work independently in a fast-paced environment, handle a large volume of work and have in-depth experience writing detailed reports.  Ideal characteristics include excellent judgment; ability to communicate with people at all levels of the organization as well as outside law enforcement agencies and other outside entities. The individual selected must also be cognizant of the confidential and sensitive nature of a law enforcement agency, and maintain strict confidentiality of matters relating to internal investigations. 

In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.  Must have an active valid driver’s license and the right to legally operate a motor vehicle in Massachusetts.  Must also pass a criminal background check and successfully complete a one (1) year probationary period.
