I. JOB DUTY SUMMARY


This position inspects commercial, industrial, and residential properties within the Village to assure compliance with the building codes governing building trades such as plumbing, electrical, structural, energy, radon, and heating/ventilation/air conditioning. Inspections occur in the course of construction, alteration, or repair to determine whether plans, workmanship, and materials conform to all code requirements.

This position interacts with contractors and developers and/or the public regarding code compliance, plan review, and inspection requirements. Position reports to the Field Inspection Superintendent and receives specific assignments/general direction regarding enforcement policies and philosophies. Work is performed under very general supervision. It is intended for this position to inspect plumbing along with additional trades.


ESSENTIAL JOB FUNCTIONS

  • Inspects new and existing buildings in the course of construction, alteration and repair for compliance with all adopted village codes, state laws, and ensures compliance at necessary stages.
  • Performs plan review on permit applications and blue prints for new and existing buildings to ensure compliance with all adopted village codes and state laws.
  • Investigates service requests for compliance regarding any code violations.
  • Interacts with contractors in making corrections to ensure compliance with necessary codes and permits.
  • Prepares and maintains inspection reports.
  • Answers inquiries from the public regarding construction and land use and meets with the property owners or contractors who may be performing permitted work in the Village.
  • Documents code violations by issuing citations if necessary to ensure compliance.
  • Issues stop work orders when necessary.
  • Collects and prepares evidence for court on cases of non-compliance.
  • Appears and testifies at legal proceedings.
  • Maintains an awareness of proper safety procedures/guidelines and applies these in performing daily activities and tasks.
  • Provides excellent customer service to property owners, property managers, tenants, businesses, co-workers, and the public.
  • Collaborates professionally with Village departments.
  • Performs other duties as assigned.
Requirements:

III. BASIC QUALIFICATIONS – EXPERIENCE AND KNOWLEDGE

  • A minimum of 5 years in the plumbing industry, construction industry, skilled construction trades or comparable code enforcement work.
  • Knowledge of all necessary codes including but not limited to plumbing, building, accessibility, property maintenance, energy, HVAC, mechanical, electric codes and ordinances.
  • Knowledge of building construction technique, methods, and materials including specialized knowledge in plumbing, structural, electrical, building and/or heating, ventilation, and air conditioning work.
  • Knowledge of unacceptable building construction techniques and of effective corrective measures.
  • Working knowledge of nuisance code and ordinances and state laws as they apply to building.
  • Basic mathematics and computer skills.
  • Clear verbal and written communication skills.
  • Experience reading blueprints and construction documents.
  • Experience recognizing hazardous conditions and recommending corrective action.
  • Ability to establish and maintain accurate records and to give accurate and effective testimony at legal proceedings.
  • Ability to read, understand, and explain laws, ordinances and regulations.
  • Experience with conflict resolution and having difficult conversations.
  • Must possess a valid Illinois driver’s license and the ability to drive.

IV. EDUCATION AND TRAINING

  • High School Diploma, GED, or equivalent.
  • Technical or college level courses in plumbing, building construction, electrical, mechanical, or structural engineering, or related areas.
  • Must possess a minimum of three (3) ICC certifications in residential and commercial structural, mechanical, electric, and plan reviews or be able to obtain with 18 months of hiring.
  • Licensed Plumber in the State of Illinois (preferred) and ability to obtain a certification as a State of Illinois Certified Plumbing Inspector within 24 months of hiring

Much of the work is performed outdoors, at the property owner’s site. The typical level of risk is such that it requires some attention to detail to prevent accidents or injuries. All of these conditions require that the incumbent of this position be reasonably ambulatory and possess a normal range of hearing, vision, and manual dexterity.

The employee works primarily in an outdoor working environment and must be able to endure the elements of working outdoors. The incumbent must be able to climb stairs and ladders, walk on roofs, and inspect mechanical systems which may be in tight confined spaces. All of these conditions require that the incumbent of this position be reasonably ambulatory and possess normal hearing (or hearing corrected to within a normal audible range), vision (corrected to 20/20 standards), and manual dexterity.
