JOB DESCRIPTION

JOB SUMMARY: The overall purpose and general responsibilities of the job.

The Library Director develops and presents a draft financial budget on an annual basis for forecasting, approval and appropriation; identifies, applies for, and appropriately handles any grant funding; recruits, selects, hires, trains, supervises, and evaluates library staff; administratively assists the board with long-range planning and policy development and implementation; prepares state annual report; informs and advises the board on relevant updates and trends in the library field; ensures the maintenance and safety of facilities and grounds; oversees the design and implementation of services and programs for users of all ages; ensures staff are trained to enhance the patrons’ experience by providing access to collections, programs, and services that uplift the overall reputation of the library; prioritizes outreach, serving as the public face of the library, responsible for disseminating public information, acting as liaison with community groups, and promoting the library as a community resource.

Acts as the liaison for the Library Board and City Liaison to the Friends of the Library; recommends changes to policies and procedures for approval; organizes and supports special events and activities.

ESSENTIAL JOB FUNCTIONS: The fundamental duties and tasks that define the job.

  • Assists the general public with information regarding library materials and equipment.
  • Promotes use of the library by the community.
  • Maintains and selects library materials based on established criteria and the needs of the user.
  • Manages and supervises library staff.
  • Maintains work records and prepares reports.
  • Analyses, evaluates, and selects library material.
  • Trains staff in policies, procedures, and operation of various automated systems.
  • Maintains library-related web pages and social media.
  • Prepares and recommends long-range plans for City programs and departmental annual budget
  • Prepares and monitors library grant applications and contracts.
  • Performs related duties as assigned.

SECTION II – JOB DIMENSIONS

CONTACTS: Nature of contacts, external relationships, and internal relationships.

Provides general and technical information related to library science.

Internal Contacts: Constant contact with departmental staff to supervisor the operations of the library.

External Contacts: Constant contact with library patrons to provide information.

RESPONSIBILITY: Supervision given accountability, safety, budgeting, spending authority and confidentiality.

Primary responsibility for managing the day-to-day functions of the department in a safe and efficient manner. The Job has a significant impact on City operations, budget, and public image.

DIFFICULTY: Judgment, initiative, and decision-making.

Work may require interpretation of policies, procedures and/or guidelines, and development of recommendations consistent with library directives, policies, and regulations. Discretion is required in the selection of appropriate resources to use in accomplishing assigned work.

GUIDANCE: Supervision received and level of independence.

Employees receive administrative direction when performing the essential job functions. Work is performed in accordance with established guidelines or procedures.

WORKING CONDITIONS: Working environment and other conditions of employment.

Working conditions are primarily in an office environment. Exposure to moderate levels of fumes, oils, lubricants, and cleaners daily with limited exposure to risks controlled by safety precautions.

SECTION III - JOB REQUIREMENTS

EDUCATION AND EXPERIENCE: Minimum requirements for formal education and job-related experience.

Three to five years of work experience directly related to library services, or an equivalent combination of education and /or related experience is required. Work requires a broad knowledge in a general professional or technical field which may be obtained with a four-year bachelor’s degree with emphasis in library sciences (preferred) or a two-year associate’s degree with experience in field of library sciences. Minimum three years managerial or supervisory experience required. Experience providing excellent customer service, supervising a team, reporting directly to a governing board, and managing a budget are desired.

SKILLS, KNOWLEDGE AND ABILITIES: Utilized in the performance of the essential functions of the job.

  • Knowledge of fundamental public library principles, methods, materials, and practices
  • Knowledge of cataloging principles and techniques
  • Knowledge of reference tools and services
  • Knowledge of professional library publication and the literature of librarianship
  • Skill in utilizing personal computer and associated software programs
  • Ability to communicate clearly and effectively with diverse individuals, both verbally and in writing
  • Ability to establish and maintain effective working relationships with those contacted in the course of work
  • Ability to supervise staff

PHYSICAL DEMANDS: The physical requirements associated with performance of the Essential Job Functions.

Physical requirements include carrying/lifting 10 lbs. and occasionally pushing/pulling up to 20 lbs.; visual acuity, speech and hearing; hand eye coordination and manual dexterity necessary to operate telephone, personal computer, basic office equipment; subject to carrying, lifting, twisting, kneeling, standing and reaching to perform essential job functions
