Job Description
Dobbs Defense Solutions seeks a Facility Security Officer/Contractor Special Security Officer (FSO/CSSO) in Maryland to ensure compliance with National Industrial Security Program regulations, including the NISPOM, DoD Manual 5205.07, Contract Security Classification Specification (DD254), and Program Classification Guides. Responsibilities include managing national security matters, overseeing the company's industrial security program, conducting security inspections, making critical security decisions, and collaborating with internal and external stakeholders to maintain strict security protocols.

As the designated FSO/CSSO, you will supervise all security aspects of classified government contract programs and daily operations. This includes leading self-inspections and education programs to verify compliance, collaborating with partners on mitigation strategies for non-compliance, and liaising with internal and external stakeholders to uphold stringent security protocols and regulatory adherence.

Duties

Required Skills

  • Self-starter with the ability to work independently, customer service orientated
  • Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings, and refresher briefings, as appropriate
  • Maintain the daily monitoring of the facilities National Industrial Security Program (NISPOM) and ensuring the requirements of the NISPOM. You will ensure Intelligence Community Directives (ICD's) are implemented
  • Be able to interpret company and government security policies and apply them to program operations
  • Provide clear guidance to company employees, and recommend modifications to operations policies or procedures as appropriate
  • Thorough working knowledge of the NISPOM, other relevant DoD security guidance as well as the Intelligence Community Directive (ICD) standards
  • Ability to manage special access (SAP) programs
  • Administer personnel security system for clearances and periodic reinvestigations through DISS/NISS, NBIS and other customer methods
  • Ensure compliance with the NISPOM and other policies and directives to include relevant Intelligence Community Directives (ICDs)
  • Thorough understanding of security databases such as DISS, NBIS, eQIP, eFCL and ISFD
  • Administer day-to-day security programs: personnel processing, program reviews, document control system, audits & self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc
Desired Skills

  • Non-Possessing Facility Security Officer (FSO) Certification
  • Industrial Security Professional (ISP) Certification
  • Courier preparation procedures
  • Experience developing and implementing OPSEC plans
  • Knowledge of Access Control and Intrusion Detection Systems
  • Experience with SCIF construction and conducting investigations
  • Professional Certifications/Affiliations
Qualifications
  • 5 - 7+ years of experience as a CSSO/FSO within an active secured space
  • Familiar with DISS and NISS updates
  • Electronic Contractor Position Roster Log (eCPRL) experience
  • Active and current in scope TS SCI w/polygraph security clearance
  • Experience and ability to use industry programs such as DISS, NISS, NBIS
  • Experience reviewing all security documents to include e-QIP, and IC security processing packages for accuracy and completeness
  • Experience working on a DCSA compliant Insider Threat programs
  • Experience working with different IC Agency's
  • Proficient in the use of MS Office Suite to include Word, Excel (can maintain complex spreadsheets), and Microsoft Teams (O365)
  • DD254's at all levels (from proposal to close out) to identify security requirements and then assure compliance
