The Massachusetts Health Policy Commission (HPC) seeks a Senior Associate to review and analyze changes to the health care marketplace, including provider mergers and acquisitions. This is a terrific opportunity for a motivated individual with dedication to public service to help lead the groundbreaking work of the HPC’s Market Oversight and Transparency (MOAT) department to increase public transparency around health care market functioning and to improve the performance of the Massachusetts health care market in delivering high-quality, cost-effective, equitable care.

Reporting to the Director of Market Oversight and Monitoring, the Senior Associate will join a dynamic team of analysts and attorneys tracking and evaluating the impact of significant health care provider changes on the competitive market and on the state’s ability to meet the health care cost growth benchmark. This work includes the review of material change notices (MCNs) and development of cost and market impact reviews (CMIRs).

Duties of this position may include but are not limited to:

  • Managing components of market reviews, including reviewing transaction documents and questioning health care market participants involved in proposed market changes;
  • Contributing to the development of quantitative analyses investigating the impacts of proposed market changes;
  • Working with external consultants including economists and actuaries to conduct analyses of potential cost, market, quality, access, and equity impacts of health care transactions;
  • Drafting and editing Cost and Market Impact Reviews and other market monitoring reports;
  • Preparing and overseeing the development of other analyses and written work products related to health care market functioning;
  • Presenting findings to agency leadership and the HPC’s Board of Commissioners;
  • Contributing to project-based teams comprised of HPC staff and external consultants;
  • Providing support for miscellaneous tasks, such as procurements for external consultants, acquisition and management of data sets, responses to public records requests, and training of new staff.

Minimum Entrance Requirement:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, or professional internship experience in a relevant field or (B) any equivalent combination of the required experience and substitutions below.

 Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

Desired Qualifications:

  • Applicants have at least three (3) years of full-time or, equivalent part-time, professional or professional internship experience in health care policy, administration, business, economics, or law
  • A working knowledge of the Massachusetts health care landscape and familiarity with key stakeholders, including state agencies, provider organizations, and payers
  • Proficiency with data processing and graphing software such as Excel, R, SQL, Tableau, Stata, SAS, and/or Python
  • Experience conducting quantitative analyses relating to health care spending, quality, access and/or equity
  • Experience with or interest in working with health care claims data
  • Excellent communication and relationship management skills 
  • Excellent analytic and writing skills, including the ability to interpret and distill complex information into succinct products, and to tailor communication for various audiences 
  • The ability to balance multiple and competing priorities that pertain to sensitive situations and involve managing confidential information 
  • A commitment to fostering an inclusive workplace that promotes collaboration amongst diverse viewpoints, facilitates cooperation and teamwork, and supports constructive resolution of conflicts
  • A strong interest in public service and desire to advance a more transparent, accountable, and equitable health care system for all Massachusetts residents

Experience working in a public department or agency will be strongly considered. Salary is commensurate with experience. The HPC may adjust title and responsibilities depending on the experience, education, and expertise of the individual selected.  

The HPC requires all employees to be fully vaccinated against COVID-19, as detailed in the HPC’s COVD-19 Vaccination Policy. Individuals may request an exemption from the vaccine requirement for medical or religious reasons.
